Job Description - Sustainable Solutions Specialist (260573) Job Description Sustainable Solutions Specialist - ( 260573 ) Description Join Our Mission to Foster Prosperity in Asia Are you ready to make a difference in the future of Asia and be a catalyst for positive change? We are thrilled to offer a unique opportunity to become an important part of the prestigious Asian Development Bank (ADB). At ADB, our mission is simple yet powerful: to alleviate poverty and promote sustainable development in the Asia-Pacific region. Organizational Setting and Reporting Relationship The position of Sustainable Solutions Specialist is assigned to the Operations Coordination Unit (PAOC) within the Pacific Department. You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to Regional Head, Operations Coordination, PAOC, with matrix reporting to the Director of Climate Change, Strategy and Engagement of the Climate Change and Sustainable Development Department and will oversee junior team members. Your Role As a Sustainable Solutions Specialist in the Pacific Region, you will help accelerate low-carbon development and climate resilience across ADB's member countries in the Pacific. You will engage with national and regional agencies to facilitate dialogues on climate change policies and plans. Additionally, you will support preparation of country partnership strategies, including preparation of upstream analysis and sector assessments to strengthen inclusion of climate change, environment, and disaster risk management (DRM) priorities. You will support country programming, pipeline development, and preparation of projects to ensure cooperation and coherence of ADB's investment programs and knowledge services. Lastly, you will support mobilization of climate finance from internal and external climate finance sources. You will: Support departmental management and project teams on policies, strategies, and programs to take a holistic and systemic approach to climate change, environment, and DRM, including country partnership strategies and indicative country pipelines. Build networks and partner with climate change, environment and sector agencies, and development partners. Conduct policy dialogue with these agencies and partners. Analyze multiple policies, including Nationally Determined Contributions, Long-term Strategies, green growth strategies, low-carbon development plans, National Adaptation Plans, and other relevant policies. Identify areas of need through this analysis and prioritize ADB investments across different sectors. Develop strategies and technical materials, including climate risk assessments to support ADB and clients to increase low-carbon and adaptation investments. Lead and coordinate implementation of TA programs in the areas of climate change. Support the mobilization of internal and external climate change finance by identifying potential sources and developing proposals and managing the associated due diligence. Support coordination on the exchange of information, tools, and good practices. This coordination also involves latest issues and experience on all aspects relating to climate change. Ensure coherence of ADB's investments and knowledge services with sectors and country offices. Contribute to the development, processing, and administration of loan, grant, and TA projects in the Pacific developing member countries to enhance low-carbon and climate-resilient development. Monitor and report on department-wide and division climate change targets and outcomes. Help grow strategic country-level approaches to climate change and DRM, rather than merely a project-based approach. You will identify gaps and emerging operational issues and identify best practices and lessons from across ADB and from global best practices. Represent the department in ADB-wide working groups, cross-departmental meetings, seminars, and events on climate change and DRM. Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance. Qualifications You will need: A university degree in sustainable development, public policy, economics, climate change, environment, or related fields; preferably at post-graduate level or its equivalent. At least 6 years of relevant professional experience in sustainable development/climate change, including international experience working in several countries, with experience in Pacific developing member countries. Demonstrated expertise in climate change policies and analysis, including adaptation and climate risk assessment, and low carbon technologies. Experience summarizing and communicating complex policy/technical information in English (written and verbal), and in collaborating with teams and stakeholders to support delivery of outputs. Familiarity with mandates, operations, and policies of development institutions. Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB. Please refer to the link for ADB Competency Framework for technical international staff grade TI1. Benefits ADB offers competitive compensation and a comprehensive benefits package . The salary will be based on ADB's standards and comparator markets, taking into account your qualifications and experience. Housing and education allowance (if applicable) Expatriate benefits (if applicable) Relocation (if applicable) Retirement plan Medical and health benefits Paid leave (including parental) Life and other insurance plans Staff development Additional Information This appointment is open to internal and external applicants. This position is crucial to the Workforce Rebalancing Framework (2022–2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required. This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
