Job Summary:
We are seeking an experienced Technical Delivery Manager to establish and enforce a structured governance framework across the complete technical delivery lifecycle — from requirement and design through configuration, peer review, internal validation, deployment, testing, quality check, client/UAT, handover and support.
The role carries the authority to stop, reject or delay technical work from progressing to the client whenever mandatory technical, quality or procedural requirements have not been satisfied, and is accountable for incident and escalation management, root cause analysis, corrective and preventive action, and the continuous improvement of technical delivery quality.
Key Responsibilities:
- Establish and maintain a structured governance framework covering the complete technical delivery lifecycle: Requirement → Design → Configuration → Peer Review → Internal Validation → Deployment → Testing → Quality Check → Client/UAT → Handover → Support
- Ensure critical activities do not progress to the next stage until the required technical and quality checks have been completed
- Hold and exercise the authority to stop, reject or delay technical work from progressing to the client when mandatory technical, quality or procedural requirements have not been satisfied
- Lead incident, error and escalation management for significant technical incidents or client escalations
- Own and report against Key Performance Indicators (KPIs) for technical delivery quality
- Establish, enforce and continuously improve SOPs, checklists, quality gates and technical controls
- Review technical configurations, integrations, deployments and testing prior to client exposure
- Drive Root Cause Analysis (RCA) and Corrective and Preventive Action (CAPA) following significant technical failures
- Prepare and technically control client meetings, ensuring readiness and closing avoidable gaps in advance
- Plan ahead for upcoming deployments, milestones and resource requirements to ensure the team is prepared in advance
Incident, Error & Escalation Management:
For significant technical incidents or client escalations, the Technical Delivery & Quality Manager will:
- Immediately establish the technical facts
- Coordinate containment and recovery activities
- Determine the root cause
- Identify whether the issue resulted from technical failure, human error, process failure or inadequate controls
- Define corrective actions
- Define preventive measures
- Assign owners and deadlines
- Verify completion and effectiveness of corrective actions
- Update procedures/checklists where necessary
- Communicate technical findings clearly to management and relevant stakeholders
The objective is not only to resolve the immediate issue but to ensure the same class of error cannot easily happen again.
Key Performance Indicators (KPIs):
Performance will be measured against indicators such as:
- First-Time-Right technical delivery rate
- Number of client-detected technical errors
- Number of internal errors detected before client exposure
- Repeat incident/error rate
- Technical rework rate
- SOP and checklist compliance
- Quality-gate pass/failure rate
- UAT/test first-pass success rate
- Number and severity of client technical escalations
- RCA/CAPA closure time
- Percentage of CAPA actions completed on time
- Technical documentation completeness
- Technical readiness against planned project milestones
- Reduction in human-error-related incidents over time
A key measure of success is that problems are increasingly identified internally rather than by the client.
Required Experience:
- Bachelor’s degree in Engineering, Computer Science, Information Technology or a related technical discipline
- Approximately 8–12+ years of relevant technical experience, including significant responsibility for technical delivery or engineering teams
- Demonstrated experience leading technical teams on complex, multi-site or enterprise technology projects
- Strong background in systems integration and technical project delivery
- Experience reviewing technical configurations, integrations, deployments and testing
- Strong experience with technical quality assurance and delivery governance
- Experience establishing and enforcing SOPs, checklists, quality gates and technical controls
- Strong knowledge of configuration management and change-control practices
- Demonstrated experience conducting Root Cause Analysis and implementing CAPA
- Experience managing critical technical incidents and client escalations
- Strong client-facing experience, including leading technical meetings with senior client stakeholders
- Experience working in high-pressure environments where technical accuracy and operational discipline are critical
Preferred Experience:
Experience in one or more of the following would be highly advantageous:
- AI and Video Analytics
- Computer Vision
- CCTV / Video Management Systems
- Systems Integration
- Networking and IT Infrastructure
- Cloud / Edge Computing
- IoT
- Industrial technology environments
- Oil & Gas / Energy
- Large-scale multi-site technology deployments
- FAT / SAT / UAT and technical commissioning
- ISO 9001 or similar Quality Management Systems
- ITIL or structured service-management environments
Required Competencies:
The successful candidate must demonstrate:
- Technical Authority – Strong enough technically to challenge senior engineers and Technical Leads rather than simply accepting their conclusions
- Attention to Detail – Able to identify small technical or procedural gaps before they become major delivery issues
- Process Discipline – Comfortable enforcing procedures even when the team is under significant delivery pressure
- Leadership – Able to lead engineers, establish accountability and create a high-performance technical culture
- Client Management – Confident communicating with senior technical and non-technical client stakeholders
- Problem Solving – Able to distinguish symptoms from root causes and drive permanent corrective solutions
- Accountability – Takes ownership of technical quality rather than assigning responsibility elsewhere when problems occur
- Proactive Planning – Looks ahead at upcoming deployments, milestones and resource requirements to ensure the team is prepared in advance
- Decision Making – Willing to stop or reject work when technical quality or readiness is insufficient
Role Authority:
The Technical Delivery Manager shall have the authority to:
- Require engineers and Technical Leads to correct deficient work
- Reject incomplete or technically incorrect deliverables
- Require additional testing or verification
- Stop work from progressing through a quality gate when requirements are not met
- Require RCA and CAPA following significant technical failures
- Escalate repeated procedural non-compliance to management
- Recommend changes to technical processes, team structure and responsibilities
- Request additional resources where technical quality or delivery is at risk
What Success Looks Like:
- The technical team knows exactly what needs to be done
- The team follows the defined process every time
- Technical work is independently checked before reaching the client
- Mistakes are identified internally rather than by the client
- When mistakes happen, the root cause is eliminated rather than simply fixing the immediate problem
- Client meetings are properly prepared, technically controlled and free of avoidable gaps
- Technical resources are prepared ahead of demand, allowing the organization to support and accelerate delivery
- Client escalations caused by technical mistakes, poor preparation, process gaps and human error are continuously driven toward zero
