About This Position
We are looking for a strategic, results-oriented senior leader to serve as Chief for the Budget and Corporate Procurement Division. As Division Chief, you will lead the Bank’s institution-wide budget and corporate procurement functions, ensuring alignment with IDB Strategy+, the Business Plan, and the Impact Framework while promoting innovation, operational efficiency, and continuous improvement within Board-approved policies and long-term financial sustainability.
You will lead the Budget and Corporate Procurement Division, part of the Budget and Administrative Services department within the Vice Presidency for Finance and Administration. You will contribute to the delivery of its strategic and operational priorities as an integral member of the Budget and Administrative Services Department's Management Team. In this role you will provide leadership across a complex matrix environment and maintain close engagement with Senior Management, the Board of Executive Directors, client departments, and Country Offices.
What You’ll Do
Key Accountabilities
Set strategy and deliver results across budget formulation/execution/oversight, results-based budgeting, corporate procurement, governance, and analytics. Ensure sound resource allocation, compliance, transparency, and value for money across the IDB Group, while driving innovation and continuous improvement in practices, processes, and controls to strengthen efficiency, effectiveness, and institutional impact.
Budget Strategy, Formulation, and Execution
Lead the Administrative and Capital Budgets from preparation through execution, aligned with the Business Plan, Impact Framework, Long-Term Financial Plan, and Board guidance. Oversee annual and multi-year budget proposals, execution, and procurement planning; assess performance and resource use to identify reallocation, efficiencies, cost optimization, and stronger alignment with priorities and results.
Results-Based Budgeting, Analytics, and Advisory Services
Oversee the Results-Based Budgeting Framework and analytics platforms to strengthen resource alignment, planning, and accountability. Advise Senior Management on strategic allocation and budget frameworks and promote advanced analytics to identify efficiencies and support planning and decision-making.
Corporate Procurement and Risk Oversight
Oversee procurement policy, governance frameworks, execution, and modernization through advanced analytics, AI, and digital tools to strengthen transparency, risk management, and decision-making. Oversee procurement services to IDB Invest under Service Level Agreements; ensure compliance with procurement policies, including consulting firm selection/contracting for Bank-executed operations; and manage the Bank's global insurable risk program.
Governance, Policies, and Board Engagement
Oversee Board documents, briefings, and presentations on budget and procurement. Serve as Secretary to the Corporate Procurement Committee. Ensure internal controls, risk management, policy updates, and regulatory compliance.
Stakeholder Engagement and Division Leadership
Lead and develop a 40+ person multidisciplinary team, fostering innovation, change, continuous learning, thoughtful challenge of existing practices, collaboration, and improvement. Build trusted partnerships with Finance, HR, Legal, IDB Invest, business units, and peer IFIs. Oversee divisional planning, KPIs, and annual work program delivery aligned with institutional priorities.
What You'll Need
Education
- Master’s degree or equivalent advanced degree in finance, accounting, economics, business administration, public administration or a related field.
Experience
- Demonstrated progressively responsible experience in budget planning and monitoring, procurement, financial management, accounting, or public financial administration, preferably in large, complex, or multilateral organizations.
- Demonstrated experience leading organizational change, through innovation and the continuous improvement of business practices and controls.
- Demonstrated experience engaging at the Board and senior executive levels.
- Proven track record of building and developing high-performing teams with strong client-service orientation and delivering results in matrix environments.
Skills
- Strong analytical, strategic, and problem-solving skills, with the ability to translate complex financial, operational, and performance data into clear recommendations. Excellent communication, negotiation, and influencing skills, including the ability to brief Senior Management and the Board.
- Sound judgment, integrity, and the ability to manage complex processes from both strategic and operational perspectives.
- High emotional intelligence and demonstrated cultural sensitivity in multicultural environments.
Languages
- Excellent written and oral communication skills in English are required. Knowledge of Spanish and either Portuguese or French is desirable.
Requirements
Citizenship: You are a citizen of one of the IDB’s 48-member countries. Assistance with relocation and visas may be provided where applicable.
Consanguinity: You have no family members (up to the fourth degree of consanguinity or second degree of affinity) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
International staff contract, initially for 36 months, renewable upon mutual agreement.
