The Workforce Development Manager will lead the design, implementation, and management of ACCIONA's workforce development programs across infrastructure projects. This role is responsible for building sustainable talent pipelines through strategic partnerships with workforce organizations, training institutions, community stakeholders, and universities while supporting early career recruitment in collaboration with the Talent Acquisition team. The position plays a critical role in supporting project workforce needs by developing local hiring, training, apprenticeship, On-the-Job Training (OJT), and workforce inclusion initiatives that align with contractual commitments and project staffing requirements. The Workforce Development Manager will work closely with project leadership, Human Resources, Talent Acquisition, and external partners to strengthen workforce capacity, promote career pathways, and ensure a continuous pipeline of qualified talent to support project execution and long-term business objectives. Additionally, the role will support workforce participation and DBE-related workforce initiatives, helping projects meet owner requirements, enhance community engagement, and maximize opportunities for local and underrepresented populations. Job Description Workforce Development Strategy - Design and implement workforce development programs that support project staffing needs and long-term workforce sustainability. - Develop structured pathways from entry-level training to skilled employment, including On-the-Job Training (OJT) and apprenticeship initiatives. - Collaborate with project leadership and HR to forecast workforce needs and align development programs with project timelines. - Track and report workforce metrics, including participation, training outcomes, and program effectiveness. -Support project pursuits and proposals by developing workforce development plans, local hiring strategies, training commitments, community engagement initiatives, and DBE workforce participation approaches. Partnerships & External Engagement - Establish and maintain partnerships with workforce development organizations, technical schools, and community-based institutions to support recruitment and training initiatives. - Coordinate with agencies and industry associations to enhance workforce capabilities and expand access to training programs. - Represent ACCIONA in community and workforce development forums to strengthen brand presence and talent outreach. University & Early Career Programs - Lead relationships with universities and academic institutions to develop a strong early-career talent pipeline (internships, co-ops, graduate hiring). - Partner with the Talent Acquisition team to plan and execute university recruiting strategies, including campus engagement, career fairs, and structured internship programs. - Support and expand programs such as ACCIONA Academy and early career development initiatives to attract engineering and construction talent. Training & Career Pathways - Develop training frameworks that support progression from entry-level roles into skilled technical and professional positions. - Align workforce programs with technical training providers to deliver job-ready candidates in key disciplines (e.g., construction trades, engineering support roles). - Promote continuous learning and career progression opportunities for project workforce. Internal Collaboration - Partner with Talent Acquisition, HR Business Partners, and project teams to ensure alignment between workforce programs and hiring needs. - Support compliance with workforce-related contractual commitments and reporting requirements (e.g., participation goals, training hours). - Contribute to proposal development by providing workforce development strategies and narratives for bids. DBE & Workforce Inclusion Management -Support project teams in achieving DBE, local hiring, workforce participation, and workforce inclusion goals required by project contracts. -Develop partnerships with DBE firms, workforce agencies, educational institutions, and community organizations to expand employment and training opportunities. -Coordinate outreach, recruitment, and workforce development initiatives that support project workforce and compliance objectives. -Monitor and report workforce participation, OJT, apprenticeship, and DBE-related metrics and commitments. Required Skills and Competencies Bachelor’s degree in Human Resources, Business Administration, Engineering, or related field preferred. - 5+ years of experience in workforce development, talent programs, university recruiting, or related areas preferred. - Experience working with external partners such as educational institutions, workforce organizations, or industry associations. - Strong understanding of early career recruiting and workforce pipeline development. - Experience in construction, infrastructure, or engineering environments preferred.
