POSITION OVERVIEW:
We are seeking a Federal Acquisition Program Liaison to serve as the critical bridge between FTA Program Offices and the Office of Acquisition Management (TAD-40). This role works under general oversight to ensure program acquisition packages are compliant, properly funded, and aligned with federal procurement standards prior to formal submission.
KEY RESPONSIBILITIES & DELIVERABLES:
- Program-to-Acquisition Interface: Guide program managers and CORs through purchase request (PR) package development, ensuring all required supporting documents are present and compliant.
- Package Quality & Compliance Review: Review acquisition packages, Determinations and Findings (D&Fs), Justification and Approvals (J&As), and Exception to Fair Opportunity statements prior to submission.
- Cost Estimating & Market Analysis: Assist program offices with Independent Government Cost Estimates (IGCEs), market research (utilizing GSA Market Research as a Service / MRAS), and source selection evaluation criteria.
- Financial & Milestone Tracking: Track contract funding levels, monitor project milestones, take detailed meeting notes, and maintain central status spreadsheets across division actions.
- Contract Closeout Facilitation: Prepare completed files and coordinate with closeout teams (without directly accepting invoices or approving vendor payments).
Requirements
QUALIFICATIONS & COMPETENCIES:
- Education & Experience: Bachelor’s degree (BA/BS) or higher with at least 5 years of relevant federal acquisition/liaison experience.
- Certifications: Knowledge and experience equivalent to FAC-C Level II competencies.
- Regulatory & Tool Expertise: Hands-on familiarity with FAR Parts 12, 13, 15, 37, 43, GSAR 538.71, GSA MRAS, PRISM, SharePoint, and Customer Relationship Management (CRM) tools.
- Stakeholder Management: Exceptional interpersonal and collaboration skills to coordinate technical experts, CORs, and Contracting Officers without creating operational conflicts.
- Software Tools: High proficiency in MS Teams, MS Office Suite, and Google Workspace.
Education/Work Experience
Education & Experience: Bachelor’s degree (BA/BS) or higher with at least 5 years of relevant federal acquisition/liaison experience. Certifications: Knowledge and experience equivalent to FAC-C Level II competencies.
