Department Overview

The Ambulatory Portfolio & Project Manager is a core member of OHSU's newly formed Ambulatory Planning & Performance Office (APPO), reporting to the Director of Ambulatory Quality & Population Health. This role operates as a hybrid project and portfolio manager: directly leading a portfolio of ambulatory strategic projects and initiatives as a project manager. In their capacity of a portfolio manager, they will be responsible for producing and distributing timely status reporting to executive sponsors and key stakeholders, facilitating and leading the Ambulatory Strategic Planning Executive Steering Committee, proactively managing resource allocation and road mapping across initiatives, maintaining a complete, current inventory of all ambulatory improvement and project management work. This position is central to APPO's mission of translating strategy into execution and ensuring alignment, accountability, and visibility across ambulatory quality, access, and operational improvement efforts.

Function/Duties of Position

Strategic Project Management

  • Serve as project manager for a portfolio of high-priority ambulatory strategic initiatives (e.g., initiatives related to Access & Efficiency, Quality & Preventable Harm, Technology & AI, Best Place to Work, and related regulatory/operational improvement work), applying APPO's structured, repeatable project management framework.
  • Develop and maintain project charters, timelines, milestones, and deliverables in partnership with process owners and executive sponsors.
  • Lead cross-functional project teams, coordinate stakeholders, and remove barriers to keep initiatives on track.
  • Identify, track, and mitigate project risks and issues; escalate appropriately to APPO leadership and the Executive Steering Committee.
  • Ensure assigned projects deliver measurable, targeted improvement in access, quality, safety, financial performance, and patient/staff experience.

Portfolio Status Reporting & Stakeholder Communication

  • Develop, produce, and distribute timely, accurate status reports (e.g., monthly asynchronous stoplight/status reports) to executive sponsors, key stakeholders, and the APPO Operations Committee.
  • Standardize reporting tools and formats to enable leadership decision-making and portfolio-wide visibility.
  • Synthesize project-level data into portfolio-level insights and trends for executive audiences.
  • Align reporting cadence with the governance meeting cycle (Executive Steering Committee, Operations Committee, and process owner check-ins).

Executive Steering Committee Facilitation & Governance

  • Facilitate and lead the Ambulatory Strategic Planning Executive Steering Committee, including agenda development, materials preparation, meeting facilitation, and follow-up on action items.
  • Partner with the Director of Ambulatory Quality & Population Health and executive sponsors to define prioritization and “batching" of initiatives.
  • Support decision-making processes that provide strategic oversight, remove barriers, and confirm progress toward goals.

Resource Management & Roadmapping

  • Proactively manage resource allocation and roadmapping across the ambulatory project portfolio to support future planning.
  • Partner with process owners and APPO leadership to forecast resource needs and identify capacity constraints.
  • Maintain a rolling roadmap of current and upcoming initiatives to inform sequencing and prioritization decisions.
  • Coordinate with the APPO Operations Committee on execution, risk, and resource coordination across the broader team.

Project Inventory & Portfolio Data Governance

  • Maintain a complete, accurate, and current inventory of all ambulatory improvement and project management work, inclusive of strategic plan tactics, KPIs, executive sponsors, and sequencing.
  • Ensure the inventory reflects the full scope of work led or supported by the ambulatory quality/APPO team.
  • Regularly audit and update inventory data to support reporting, governance, and resource planning needs.

Required Qualifications

  • Bachelor's degree in healthcare administration, business, engineering, or a related field, or equivalent combination of education and experience.
  • Evidence of relevant education/training in project management, portfolio management, or performance improvement (e.g., Lean/Opex).
  • 5+ years of experience in project and/or portfolio management, including managing multiple concurrent projects, developing status reporting, and engaging with executive stakeholders.
  • Demonstrate through previous position responsibilities:
  • Demonstrated project management skills (scope, schedule, budget, risk management) across multiple concurrent initiatives.
  • Demonstrated portfolio management experience, including resource management, prioritization/intake, and road mapping.
  • Strong executive-level facilitation and presentation skills; experience leading steering committees or governance bodies.
  • Ability to synthesize complex project data into clear, concise reporting for executive audiences.
  • Evidence of excellent written and verbal communication skills.
  • Proficiency with project/portfolio management tools and standard office software (Word, PowerPoint, Excel; Smartsheet or equivalent a plus).
  • Ability to work collaboratively across multidisciplinary teams and build trusted relationships with clinical and operational leaders.
  • Familiarity with Lean/Opex or other structured process improvement methodologies.
  • PMP (Project Management Professional) or equivalent project management certification required, or ability to obtain within 18 months of hire.

Preferred Qualifications

  • Master's degree preferred.
  • Experience in a healthcare or ambulatory care setting preferred. Experience facilitating executive-level committees or governance structures preferred. Experience with Lean/Opex methodologies preferred.
  • Lean/Opex certification preferred.

Additional Details

  • Normal office environment or virtual office setting. Generally follows M-F 0800-1700 work week with variability depending on department and project needs. Ability to work virtually and in-person.
  • Extensive computer use. Frequent walking between buildings and to remote locations when on campus
