The Role
We are seeking an experienced Application Lifecycle Manager to lead application portfolio management, lifecycle governance, modernization, operational performance, technology risk, application rationalization, and strategic technology planning. The ideal candidate will oversee applications from planning and development through deployment, optimization, maintenance, modernization, and retirement while ensuring alignment with business objectives and technology standards.
Key Responsibilities
- Develop and implement application lifecycle management (ALM) strategies, governance frameworks, standards, policies, and roadmaps aligned with organizational technology and business objectives.
- Manage the end-to-end lifecycle of enterprise applications from requirements and development through deployment, operations, enhancement, modernization, replacement, and retirement.
- Collaborate with Software Engineering, Enterprise Architecture, DevOps, Cybersecurity, Infrastructure, Data, Product Management, Quality Assurance, IT Operations, Finance, Procurement, Risk, Legal, and Executive Leadership.
- Maintain an enterprise application portfolio covering business applications, platforms, integrations, SaaS solutions, legacy systems, custom applications, and supporting technologies.
- Establish and monitor key performance indicators (KPIs) including application availability, service performance, technical debt, lifecycle status, incident volumes, security posture, support costs, user satisfaction, modernization progress, and application ROI.
- Develop application roadmaps covering upgrades, enhancements, migrations, modernization, cloud adoption, integration, replacement, consolidation, and retirement.
- Conduct application health assessments, technical-debt reviews, business-value assessments, dependency analysis, risk evaluations, and lifecycle maturity assessments.
- Lead application rationalization programmes to identify redundant, obsolete, underutilized, high-risk, or high-cost applications and develop appropriate modernization, consolidation, replacement, or retirement strategies.
- Coordinate application releases, upgrades, patches, configuration changes, maintenance windows, testing, deployment readiness, and operational handovers.
- Establish application governance processes covering ownership, architecture compliance, security requirements, data governance, change control, documentation, support models, licensing, vendor management, and lifecycle decisions.
- Partner with Cybersecurity teams to address application vulnerabilities, identity and access management, secure-development requirements, penetration testing, patching, vulnerability remediation, and security lifecycle risks.
- Partner with Infrastructure and DevOps teams to optimize application hosting, cloud environments, CI/CD pipelines, observability, resilience, disaster recovery, backup, scalability, and operational performance.
- Manage application service providers, software vendors, system integrators, consultants, and technology partners, including contracts, service-level agreements, performance reviews, licensing, and escalation management.
- Manage application budgets, licensing costs, cloud expenditure, support contracts, modernization programmes, consulting services, technology investments, and total cost of ownership.
- Develop business cases for application modernization, cloud migration, platform replacement, automation, technology consolidation, and strategic technology investments.
- Ensure applications comply with applicable UAE cybersecurity, data-protection, technology, regulatory, contractual, audit, and information-governance requirements.
- Establish application continuity and resilience strategies covering disaster recovery, business continuity, critical dependencies, recovery objectives, operational risks, and service restoration.
- Drive digital transformation through artificial intelligence (AI)-assisted application monitoring, predictive incident management, automated testing, intelligent code analysis, application performance analytics, AIOps, and automated lifecycle governance.
- Utilize ServiceNow, Jira, Azure DevOps, GitHub, GitLab, Microsoft 365, Power BI, Tableau, AWS, Microsoft Azure, Google Cloud, Kubernetes, Terraform, CI/CD platforms, observability tools, CMDB platforms, IT service-management systems, and application portfolio-management technologies.
- Establish application documentation standards covering architecture, dependencies, interfaces, ownership, operational procedures, support requirements, security controls, data flows, and lifecycle status.
- Prepare executive application-portfolio reports, lifecycle dashboards, modernization roadmaps, technology-risk assessments, application health reports, cost analyses, vendor-performance reviews, and strategic recommendations for senior leadership.
- Lead, mentor, and develop application managers, technical leads, analysts, engineers, service-management specialists, and cross-functional technology teams while fostering a culture of innovation, accountability, security, operational excellence, and continuous improvement.
Requirements
- Bachelor's degree in Computer Science, Information Technology, Software Engineering, Information Systems, Business Technology, or a related field.
- Master's degree in Information Technology, Computer Science, Business Administration (MBA), Technology Management, or a related discipline is highly advantageous.
- Professional certifications such as ITIL, PMP, COBIT, TOGAF, AWS, Microsoft Azure, or related technology-management certifications are preferred.
- Minimum 5 years of experience in application management, software lifecycle management, IT service management, technology operations, enterprise applications, or related roles.
- At least 2 years of experience managing application portfolios, lifecycle programmes, application modernization, technology operations, or multidisciplinary technology teams preferred.
- Strong understanding of application lifecycle management, enterprise architecture, software development, DevOps, cloud computing, cybersecurity, IT service management, application rationalization, technical debt, and technology governance.
- Experience with ServiceNow, Jira, Azure DevOps, GitHub, GitLab, Microsoft 365, Power BI, Tableau, AWS, Microsoft Azure, Google Cloud, Kubernetes, Terraform, CI/CD platforms, observability tools, CMDB systems, and application portfolio-management platforms.
- Familiarity with AI-powered application monitoring, AIOps, automated testing, predictive incident management, intelligent code analysis, cloud optimization, application modernization, and automated lifecycle governance is highly advantageous.
- Strong technology leadership, analytical, communication, stakeholder management, project management, vendor management, financial, organizational, and problem-solving skills.
- Ability to evaluate application portfolios from technical, operational, financial, security, compliance, and business-value perspectives.
- Strong understanding of application security, data protection, resilience, disaster recovery, change management, configuration management, software quality, and technology risk.
- Ability to manage multiple application lifecycle initiatives while balancing business priorities, technical debt, security, operational continuity, budgets, vendor relationships, user needs, modernization objectives, and technology strategy.
- Ability to work effectively in a remote environment with distributed software engineering, architecture, DevOps, cybersecurity, infrastructure, data, product, finance, procurement, and executive teams, with occasional travel for strategic technology workshops, vendor meetings, implementation reviews, audits, and programme milestones as required.
