Job Duties and Preferred Qualifications : The City of Virginia Beach Human Resources Department is seeking a motivated and collaborative professional to serve as an Apprenticeship Coordinator with a primary focus on planning, developing, and administering apprenticeship programs that build long-term, sustainable talent pipelines for hard-to-fill and mission-critical municipal roles. This position plays a critical role in collaborating with City departments, state apprenticeship agencies, educational partners, and Central HR to ensure programs are compliant, well structured, and aligned with City operational needs and community workforce goals. The ideal candidate will bring strong collaboration skills and have experience overseeing an apprenticeship program, working with educational partners, apprenticeship agencies, and internal stakeholders. This role reports to the Director of Human Resources-Talent and Workforce Development, will work directly with Central-HR Business Partners (HRBPs) to support related classification and compensation needs, and will partner with City departments to create and implement desired apprenticeship programs. Representative duties include, but are not limited to: Serving as the central point of contact for City departments to initiate, expand, or revise apprenticeship programs Facilitating a formal process to assess department needs, workforce gaps, implementation feasibility, mentorship capacity and timeline considerations Supporting departments in identifying classifications appropriate for apprenticeship pathways, focusing on those with high vacancies, recruitment challenges, or succession risks Collaborating with department subject matter experts to establish Work Process Schedules, competency-based training plans, and progressive skill requirements; assisting in determining credential pathways, instructional formats, and program duration. Coordinating with community colleges, technical schools, and training vendors to align classroom instruction with municipal operational needs. Preparing and submitting program documentation to the appropriate state agency, ensuring compliance with state and federal apprenticeship standards. Coordinating apprenticeship agreements, tuition repayment forms (if applicable), and onboarding workflows. Assisting hiring managers during candidate evaluation and selection to ensure understanding of program expectations. Maintaining required records, agreements, and documentation for audits, inspections, and reporting. Conducting intake meetings and regular check-ins with apprentices, supervisors, and mentors to monitor progress and address barriers. Facilitating quarterly review meetings with departments, instructional providers, and HR partners. Tracking on-the job learning hours, academic progress, evaluation cycles, wage increases, and completion benchmarks. Supporting program completion processes, including transition to journey-level classification. Working with HR Classification & Compensation partners to support position reviews, trainee-level classifications, and establishment of wage progression structures. Partnering with HR Talent Acquisition team and hiring departments to develop outreach, posting, and recruitment strategies that support City workforce goals; promote programming, highlight opportunities, and celebrate milestones. Supporting communications, presentations, and outreach to increase departmental participation. Preferred Qualifications Include: Experience providing oversight and leading an apprenticeship program, preferably in Virginia Experience facilitating relationships between operational departments, education partners, and workforce readiness liaisons Experience establishing relationships with local, regional and state partners to continuously identify, source and manage programming related to workforce readiness Exceptional communication and organization skills Demonstrated knowledge of applicable career fields and identifying pathways for transitional candidates, facilitating a learning environment, and providing technical oversight in the administration of successful related programming This position offers a hybrid work schedule with a combination of in-office and remote work.
