Description of Work
The Assistant Chief of Healthcare Planning directs and coordinates the work of planners and a database manager who support development of the Governor’s annual State Medical Facilities Plan (SMFP). It oversees the production of the SMFP by managing strict timelines, reviewing analytical and written work products for clarity and accuracy, and guiding staff throughout the planning process.The role organizes and facilitates annual meetings and public hearings for the State Health Coordinating Council (SHCC) and its committees while serving as liaison to the SHCC Chair. It monitors emerging issues affecting SMFP development, briefs division leadership on methodology considerations, and prepares information for review by departmental and executive officials. The position also presents the final SMFP to the Secretary, Governor, or their designee(s) and supports document preparation for Rules Review Commission submission.
Key Duties Include:
- Direct the workflow of planners and a database manager to support annual development of the State Medical Facilities Plan.
- Coordinate production of the SMFP by managing timelines, content development, and required review processes.
- Plan, schedule, and facilitate SHCC and SHCC committee meetings, including annual public hearings.
- Review reports, data analyses, and written materials prepared by planning staff for accuracy, clarity, and alignment with planning methodologies.
- Serve as liaison to the SHCC Chair to ensure timely communication and alignment throughout SMFP development.
- Identify and communicate emerging issues to the Section Chief and Assistant Chief of Certificate of Need that may affect SMFP content or timelines.
- Brief division management and other stakeholders on planning updates, potential methodology changes, and anticipated impacts on the SMFP.
- Present the completed SMFP to the Secretary, Governor, or designated officials as part of the approval process.
- Prepare required documents for submission to the Rules Review Commission to support regulatory and procedural compliance.

Salary Grade Range: $70,627.00 - $137,724.00
Recruitment Range: $70,627.00 - $98,137.00

- Demonstrated expert‑level proficiency coordinating complex planning workflows by directing staff in producing annual statewide planning documents under strict deadlines.
- Proven experience reviewing technical reports, data analyses, and policy documents for accuracy, clarity, and alignment with established methodologies.
- Established record of organizing and facilitating large‑scale public meetings, committee sessions, and hearings with diverse stakeholder groups.
- Demonstrated success preparing high‑level briefings and presenting finalized planning documents to executive leadership, including departmental and gubernatorial offices.
- Consistent history of managing liaison responsibilities through sustained communication with councils, division leadership, and planning teams to support consensus building and timely issue resolution.

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Healthcare Planning and Certificate of Need Section:
The Healthcare Planning and Certificate of Need Section supports the North Carolina State Health Coordinating Council in the development of the annual State Medical Facilities Plan to make certain that health care facilities and medical equipment are developed only when needed.
