SUMMARY
This cross-functional leadership role oversees the development of risk intelligence, systems, and process improvements that improve financial performance, operational execution, and organizational effectiveness across TNDC’s portfolio. The role supervises the Risk Manager and is accountable for ensuring claims, incident, and operational risk information is complete, timely, and useful for decision-making. The role analyzes trends, identifies improvement opportunities, escalates significant issues, and coordinates responses across teams. The role connects Property Operations, Risk Management, and Finance to improve cost control, reduce revenue leakage, and strengthen decision- making.

ESSENTIAL DUTIES

Supervisor Responsibilities
- Exercises independent judgment in the interest of the Employer to supervise and direct staff, including hiring, scheduling, assigning and prioritizing work, evaluating performance, and effectively recommending personnel actions such as salary increases, promotions, transfers, disciplinary action, demotions, and termination decisions.
- Collaborate professionally with non-union and union-represented staff, supervisors, Human Resources, and management to support effective communication, consistent practices, and timely resolution of workplace and operational issues.
- Apply collective bargaining agreement provisions, organizational policies, and procedures to ensure work assignments, employee interactions, and department operations are administered fairly, consistently, and in compliance with applicable requirements.
- Lead and coordinate daily operations in a high-volume, deadline-driven environment by assigning work, establishing priorities, monitoring workloads, and ensuring timely, accurate completion of department objectives and service standards.
- Provide coaching, training, mentorship, and performance management to support employee engagement, accountability, professional growth, and continuous improvement.
- Risk Intelligence & Portfolio Analytics
- Supervise and support the Risk Manager, providing direction, prioritization, quality review, and support in claims administration, risk coordination, and related process improvements

- Oversee analysis of claims, incidents, and operational data to identify trends, cost drivers, and emerging areas of financial or operational risk
- Develop, review, and present reports, dashboards, and summaries that support leadership decisions and portfolio-level risk management
- Translate operational activity and claims experience into financial insight, risk exposure analysis, and recommendations for management action
- Oversee the development and ongoing improvement of portfolio-level risk intelligence and reporting tools
- Lead identification of loss drivers and mitigation strategies in partnership with Property Operations, Finance, brokers, and other internal and external stakeholders
- Financial Systems Development & Innovation
- Design, develop, and implement systems that improve organizational effectiveness, financial visibility, and operational execution
- Identify opportunities to automate workflows, reduce manual processes, and improve data accuracy across departments
- Build tools and solutions that translate complex operational processes into structured, trackable, and scalable systems
- Evaluate and pilot emerging technologies, platforms, and tools that enhance productivity, data accessibility, and decision-making
- Translate business problems into practical, technology-enabled solutions that improve efficiency, accountability, and financial outcomes
- Partner with Finance, IT and Property Operations to design solutions that can be implemented and sustained across the organization
- Claims Management & Risk Coordination
- Monitor property and liability claims activity, including status, financial exposure, and operational impact, and escalate significant trends or issues
- Ensure effective coordination with adjusters, brokers, and internal teams so claims communication, issue resolution, and follow-through are timely and well documented
- Oversee maintenance of complete and accurate claims data and documentation; use the information to analyze trends, financial exposure, and improvement opportunities
- Lead identification of process gaps, inefficiencies, and recurring issues within claims handling; recommend improvements to Property Operations,
Risk Management, Finance, and senior leadership

- Partner with operational teams to implement improve consistency, , and effectiveness of claims related workflows
- Insurance Strategy & RFP Support
- Develop and present a structured and credible view of the organization’s portfolio, risk profile, and operational performance to internal and external stakeholders
- Identify and analyze key drivers of performance and risk, develop recommendations, and help implement strategies that improve risk outcomes, financial performance and insurance pricing

- Translate operational and financial data into structured insights that support external evaluation, pricing, and partnership decisions
- Develop repeatable approaches for communicating portfolio performance, risk profile, and operational outcomes to external stakeholders

Qualifications
REQUIRED SKILLS

Physical Requirements:

- Ability to travel to TNDC properties and worksites as needed
- Ability to navigate properties, including stairs and other building areas when supporting incident review or operational risk assessment.
- Visual acuity is necessary to review documents.
- Hearing acuity sufficient to use telephone and communicate with tenants, and staff.
- Ability to perform sedentary to light physical work involves sitting most of the time.
Environmental Adaptability:
- Ability to work in an office environment.
- Ability to travel to various work sites as needed.
Mathematical Ability:
- Ability to add, subtract, multiply, divide, and calculate decimals, ratios, percentages, and fractions.

MINIMUM QUALIFICATIONS
- Experience in one or more of the following:
- Insurance claims or risk management
- Financial analysis or operations
- Property management or affordable housing operations
- Strong analytical and problem-solving skills
- Ability to manage multiple priorities across a complex environment
- Strong organizational and communication skills
- Demonstrated ability to work cross-functionally
- Proficiency in Microsoft Office 365 applications, including Excel, Word, Outlook, Teams, SharePoint, and OneDrive, with the ability to use these tools to prepare documents, manage data, communicate effectively, collaborate with team members, and maintain organized electronic files and records.
- Experience analyzing claims, operational, or financial data
- Exposure to insurance programs, claims processes, or vendor cost management
PREFERRED QUALIFICATIONS
- Experience developing systems, tools, or process improvements
- Experience with Yardi or similar systems
- Knowledge of residential property management, building systems, and housing quality standards.
- Bi-lingual or fluent in Spanish-English, Chinese-English, Vietnamese-English, Tagalog-English or Russian-English.
