We currently have vacancies for Associate Supervisors, Authorisation Associate and Data Analyst positions on contract of indefinite durations in the Banking and Payments and Insurance Directorates. This role is aligned with the Bank Executive grade. New entrants will commence on Point 1 of the relevant salary scale; in this case the starting salary will be €39,042. These roles offer the successful candidates exciting career opportunities to work in a dynamic, collaborative and fast paced team that is responsible for the authorisation and ongoing supervision of a diverse range of regulated firms, in an increasingly complex and internationally focused environment. We are seeking to fill a range of roles across our banking and insurance supervision teams.

Responsibilities:
Bank Executives will undertake a range of tasks tailored to their specific division, which may include:
Supervisory Roles
- Contribute to supervision of the sector across a range of key risks including Credit Risk, Solvency, Liquidity and Market Risks, Operational, IT and Consumer Protection and Integrity Risks to contribute to the safeguarding of the financial system. Analyse regulatory returns and other institutional information as appropriate to deliver robust and effective supervision, working in a collaborative way and sharing conclusions with colleagues.
- Participate in institutional engagement meetings, offsite reviews, thematic / sectoral reviews, deep dives of specific risk and financial strategy topics to support the development of key supervisory recommendations;
- Draw analysis-based conclusions and make recommendations to deliver robust, timely, effective and efficient supervision outcomes
- Provide briefings on key risk topics to drive strong firm engagements and clear supervisory actions;
- Take responsibility for own work and ensure the outcome of supervisory work is communicated clearly and effectively to the team and management, and to the supervised firm where appropriate.
- Maintain supervisory files, updating as appropriate for risk assessments and risk mitigation plans and contribute to the timely update of all records.
- Develop and maintain positive stakeholder relationships in order to foster a culture of information sharing.
- Carry out such other ad-hoc supervisory activities as determined by the Supervision Manager / Senior Supervisor, including administration so that the supervision team is fully supported in delivering their mandate
- Assess supervised entities compliance with relevant domestic and EU laws, regulations and policies.
Authorisation Support & Assessment (Authorisation Associate Role)
- Contribute to the authorisation assessments of financial services firm applications using a risk-based, outcome-focused approach.
- Undertake analysis of submissions and other available data to draw conclusions and make recommendations.
- Participate in assigned tasks to assess issues, themes and risks that are identified in the authorisation process.
- Monitor and maintain authorisation files from initial stages of the application, tracking assessment progress, ensuring timely updates and closure of files.
- Contribute to and assist in the detailed assessment of governance, business models, policies/procedures, financial projections and capital plans (including ownership structures) submitted by applicants to ensure compliance with the relevant authorisation criteria and regulatory framework.
- Carry out ad hoc assessment activities and provide briefings on key risk topics as part of supporting the authorisation process.
- Internal and stakeholder engagement mainly through written communication to ensure clear delivery of team objectives.
Data Analyst Role
- Contribute to desk based and themed reviews in relation to risk-based data analysis where appropriate and deliver output of same in accordance with the Central Bank’s risk assessment process, to contribute to the safeguarding of the financial system.
- Contribute to the design, testing and implementation of a variety of internal IT system related changes in relation to areas such as regulatory returns and broader systems.
- Contribute to the detailed analysis of the financial and regulatory return data for individual firms to ensure delivery of data-based supervision as appropriate. This include contributing to the development of broader Supervisory MI and Analysis tools by working internally with colleagues in RCU and across the Bank.
- Carry out such other ad-hoc divisional activities as may be determined by the Manager, such as participation in broader divisional projects. Be responsible for own work outcomes and communicate these effectively within the team, whilst also supporting the Manager in the development of other team members.
- Provide relevant skills transfer and support to team members to share expertise and help to ensure skills, competencies and best practice are leveraged across the Division.
Requirements
- A third level honours degree or professional qualification in the area of business, accounting, finance, economics, maths, risk or any related professional discipline.
- Understanding/experience of the financial industry and practical operation of firms within that industry, in particular banks, payment firms, credit unions and/or retail credit firms is
- Analytical, problem-solving and decision-making skills.
