Strategic Context

Trillium Health Partners (THP) and Halton Healthcare (HH) are formally exploring whether HH should join THP’s Epic environment through Epic Connect. The due diligence and planning phase is focused on the assessment and planning to validate the opportunity, confirm requirements, and determine the recommended direction. It does not represent a final implementation decision or commitment.

Together, HH and THP aim to create a more connected, accessible and digitally enabled regional system of care that improves patient outcomes, strengthens team and learner experience, and makes the best use of public resources for the communities they serve.

The potential partnership is a clinical transformation enabled by digital, operational, and governance alignment. The due diligence and planning phase will assess clinical workflow and THP foundation fit, technical and infrastructure requirements, scope, total cost of ownership, resourcing, governance, organizational readiness, stakeholder engagement and the future operating model. Findings will be reported to the CEOs and Boards of both organizations and will inform a proposed Epic Collaboration Agreement and implementation recommendation for approval by the appropriate governance bodies.

The Broader Opportunity

The due diligence and planning phase is the immediate mandate, but the opportunity is larger. A successful Halton partnership and implementation could become a foundational proof point for the next stage of regional digital leadership: a repeatable capability for extending THP’s digital assets, operating shared services and enabling digitally connected care across organizations and providers. Epic Connect and managed technology services are the first potential offerings. Over time, and subject to future strategy, governance, funding and approvals, the capability could support broader interoperability, digital front door, population health, analytics, AI-enabled transformation and other digital partnerships.

The successful candidate must therefore be able to operate across two horizons: lead the disciplined due diligence and planning work now and, if the partnership is approved, transition into the THP–HH implementation lead and oversee the implementation team. The role will help translate the approved direction into detailed implementation planning, readiness and execution, supporting the partnership through go-live, stabilization and transition to the future operating model, while continuing to build approaches, relationships and capabilities that can scale as THP’s regional digital role evolves.

The Position

The Associate Vice-President, Epic Connect THP/HH is the executive lead for the due diligence and planning phase and a builder of THP’s emerging regional digital partnership capability. The AVP will direct the integrated people, process and technology work required to determine whether, and on what terms, HH would join THP’s Epic environment. Through the Executive Sponsors, the AVP is accountable for reporting progress, risks, findings and recommendations to the CEOs and Boards of both organizations.

THP will lead due diligence and remain the primary relationship holder with Epic during the due diligence and planning phase. HH will remain accountable for its clinical transformation, implementation, organizational change management, and risk management, supported through agreed collaboration with THP. The AVP will ensure these complementary accountabilities are explicit and coordinated, and the role will lead the implementation if both parties proceed with this Epic Connect digital partnership.

Key Leadership Accountabilities

  • Champion the shared vision and translate it into a successful due diligence and planning phase and a credible longer-term ambition for connected care, regional digital leadership and scalable partnership capability.
  • Lead the due diligence and planning strategy, integrated roadmap, resources, budget, deliverables and decision gates across clinical, technical, infrastructure, application, finance, privacy, security, legal, governance, communications and readiness streams.
  • Lead the Joint Steering Committee operating cadence and, through the Executive Sponsors, be accountable for reporting progress, risks, findings and recommendations to the CEOs and Boards of the respective organizations; support consensus decision-making and escalate unresolved material issues in accordance with the approved governance model.
  • Maintain THP’s primary relationship with Epic and coordinate Epic, supplier, and external-advisor involvement.
  • Design clinically led, practical, phased and scalable governance that supports shared accountability, with clear decision rights, escalation and change-request processes for the shared Epic environment.
  • Validate the starting assumption that HH will leverage at least 80–90% of THP’s existing Epic foundation where feasible, with variation considered under the principle of standardization with purpose or where enhancements benefit both hospitals.
  • Lead development of the proposed Epic Collaboration Agreement, including future implementation, support, maintenance, service, data, governance and operating-model requirements, and ensure the model can evolve for future Epic Connect partners and related digital services if approved.
  • Provide clear, coordinated communication about the purpose of the due diligence and planning phase, what has and has not been decided, milestones, risks and opportunities for engagement.

What Success Looks Like

  • The CEOs and Boards of both organizations receive a clear, evidence-based recommendation on whether and how to proceed.
  • A clinically led governance structure and sustainable operating model supporting shared accountability, with THP remaining as the host organization.
  • The proposed Epic Collaboration Agreement, implementation plan, TCO, resource model, risks and benefits are ready for approval.
  • Leaders, clinicians, and teams understand the exploration and trust the integrity of the process.

Qualifications and Leadership Profile

  • Undergraduate degree required, with demonstrated continuous learning in health leadership, digital health, transformation, governance or program delivery; graduate degree preferred.
  • 10 or more years of progressive leadership in health care or another complex regulated environment, including senior accountability for large-scale HIS/EHR or digital transformation.
  • Demonstrated success leading executive governance, multi-organization partnerships, complex change, vendor relationships, financial stewardship and high-performing teams.
  • Epic implementation, Epic Connect or shared-instance experience is strongly preferred.
  • Strategic systems thinker and enterprise builder who is equally credible setting direction and driving execution; a compelling executive communicator, collaborative relationship builder and pragmatic delivery leader with a strong partner and customer-service orientation.
