TASK FORCE: COUNSEL’S OFFICE
JOB TITLE: One (1) Attorney

SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
Counsel's Office acts as the general counsel to the Mayor’s Office of Management and Budget, providing wide-ranging legal advice and representation on a variety of topics. Topics include, but are not limited to, the City budget process, debt issuance program, financing of capital projects, contracting and procurement, legislation, conflicts of interest, employment law, and other general legal matters. Counsel’s Office is responsible for legal matters relating to the City’s issuance of General Obligation bonds, as well as for bonds issued by certain public authorities operated by OMB, including the New York City Transitional Finance Authority, the New York City Municipal Water Finance Authority and the Hudson Yards Infrastructure Corporation (each a “Bond Financing Entity” and collectively, the “Bond Financing Entities”).
JOB DESCRIPTION:
Counsel’s Office is seeking an experienced attorney, who, under the supervision of the General Counsel, will provide legal advice and representation to OMB and the Bond Financing Entities. The ideal candidate will have previous experience in corporate transactional work or government administration. The duties of this position are expected to include, but not be limited to, the following:
Contracts:
- Aid in the tracking, drafting, review and analysis of OMB and Bond Financing Entity contracts and agreements, including vendor agreements.
- Become familiar with the governing procurement rules and regulations to ensure compliance, and track proposed changes to such rules and regulations.
- Provide legal counsel to OMB’s procurement team.
Capital Projects:
- Become familiar with City and New York State laws, policies and regulations governing City capital grants to not-for-profit organizations, such as hospitals, health clinics, community centers and cultural groups.
- Review and evaluate applications to the City Council and Borough Presidents’ offices for capital grants to not-for-profit organizations in compliance with City policies and legal requirements.
Not-For-Profit Grant Compliance:
- Ensure post-funding compliance with City grant agreements by collecting and reviewing compliance materials.
- Conduct compliance reviews and site visits of not-for-profits that have received City capital grant funds.
OMB Privacy Matters:
- Become familiar with City and New York State laws, policies and regulations governing OMB’s handling of confidential and/or sensitive information to ensure compliance.
- Prepare City-required reports relating to OMB’s use of certain confidential and/or sensitive information.
- Aid in the tracking, drafting, review and analysis of data sharing agreements between OMB and third parties.
REQUIREMENTS:
Deputy Assistant Counsel - Senior Analyst ($86,995+ Salary Commensurate with Experience): Juris Doctor (JD) degree from an accredited law school, admission to the New York State Bar, and at least 1 year relevant experience. Preference may be given to those with corporate/transactional or government administration work history.
Assistant Counsel - Supervising Analyst ($98,302+ Salary Commensurate with Experience): Juris Doctor (JD) degree from an accredited law school, admission to the New York State Bar, and 2-3 years relevant experience. Preference may be given to those with corporate/transactional or government administration work history.
Deputy Counsel - Unit Head ($121,768 Salary commensurate with experience): Juris Doctor (JD) degree from an accredited law school, admission to the New York State Bar, and 3+ years relevant experience. Preference may be given to those with corporate/transactional or government administration work history.
