Job Description

Client: Service New Brunswick (SNB)
Department: Technology Services – Clinical Information Solution (CIS)
Contract: 6 Months
Start Date: October 19, 2026
End Date: April 30, 2027
Work Model: Remote, with travel to New Brunswick at least once per quarter
Hours: Monday–Friday, 8:15 AM–4:30 PM Atlantic Time
Openings: 2
Maximum Rate: $100 to 110 CAD/hour
Engagement: Full-Time, 100% Allocation
About the Opportunity
Service New Brunswick (SNB) is undertaking a significant transformation to transition from multiple standalone Clinical Information Systems (CIS) to a unified, standardized, and integrated Clinical Information Solution across the province.
The SNB Systems Integration Services team is responsible for designing, developing, implementing, supporting, enhancing, and optimizing custom integrations that enable the secure exchange of information between CIS platforms and various ancillary systems.
These integration solutions are being built and maintained using Microsoft Azure Integration Services (iPaaS).
SNB is seeking Azure Integration Developers who can work closely with the Systems Integration Services team to design, develop, document, implement, test, troubleshoot, and support enterprise integration solutions.
The successful candidates will play a key role in developing reliable, scalable, secure, and high-performance integrations supporting healthcare and enterprise systems across New Brunswick.

Key Responsibilities
  • Design, develop, implement, configure, and maintain enterprise integration solutions using Microsoft Azure Integration Services.
  • Develop interfaces between Clinical Information Systems and ancillary applications.
  • Design and implement both one-way and bi-directional integrations.
  • Develop integration workflows using services such as:
    • Azure Logic Apps
    • Azure Functions
    • Azure API Management
    • Azure Service Bus
    • Azure App Services
    • Azure Event Grid
    • Azure Kubernetes Service (AKS)
    • Azure Containers
    • On-premises Data Gateway
  • Develop integration components and supporting applications using C# and .NET.
  • Design solutions for reliable processing of high transaction volumes and large messages.
  • Implement appropriate integration patterns, including Request/Response, Publish/Subscribe, asynchronous messaging, and ordered delivery.
  • Perform data validation using appropriate technologies such as XSD, custom code, schemas, or other validation mechanisms.
  • Perform data transformation using technologies such as XSLT, Logic Apps Data Mapper, Liquid templates, or custom C#/.NET code.
  • Integrate cloud-based Azure services with on-premises databases, network shares, applications, and enterprise systems.
  • Participate in requirements clarification with business teams, project managers, architects, developers, QA teams, and external stakeholders.
  • Analyze existing integrations and enhance, troubleshoot, or modernize existing solutions.
  • Participate in testing, troubleshooting, defect resolution, incident management, problem management, and production support.
  • Monitor integration solutions and perform performance tuning to maintain high system availability.
  • Develop and maintain technical and solution documentation.
  • Collaborate with architects and other integration developers to ensure adherence to enterprise architecture, security, development, and integration standards.
  • Conduct knowledge transfer and solution walkthroughs with SNB Systems Integration Services staff.
  • Participate in status meetings and provide technical updates to project stakeholders.
  • Ensure all integration solutions maintain data integrity, security, reliability, and compliance with applicable standards and best practices.


Requirements

Mandatory Qualifications & Experience
M1 – Education
  • A University degree in Computer Science or Information Technology is preferred.
  • An equivalent combination of education and relevant professional experience may also be considered.
M2 – Information Management / IT Experience
  • Minimum 5 years of professional IM/IT experience.
M3 – Azure Integration Services
  • Minimum 3 years of hands-on experience developing integration solutions using Microsoft Azure Integration Services.
  • Candidates should have experience with several of the following:
    • Azure Logic Apps
    • Azure Functions
    • Azure App Services
    • Azure Service Bus
    • Azure API Management
    • Azure Containers
    • Azure Kubernetes Service (AKS)
    • On-premises Data Gateway
M4 – C# / .NET
  • Minimum 5 years of hands-on experience developing solutions using C# and .NET.
M5 – Communication
  • Excellent written and verbal communication skills in English.
  • Ability to communicate technical concepts effectively with technical and non-technical stakeholders.
M6 – Resume Requirement
  • Resume must be 5 pages maximum.
  • Resume should clearly emphasize experience relevant to the Azure Integration Services requirements, scored requirements, and project deliverables.
M7 – Conflict of Interest
  • Candidate/proponent must not be a prime respondent or named subcontractor/partner to a prime respondent on RFP #8025087-25.
  • Participation in RFP #8025087-25 may constitute an actual or perceived conflict of interest and may result in ineligibility.

S1 – Azure Integration Solutions Development Experience
Candidates must demonstrate 3+ years of integration solutions development experience using Microsoft Azure Integration Services, specifically including experience with:
  • Azure Logic Apps
  • Azure API Management
  • Azure Service Bus
  • Azure App Services
  • Azure Functions
  • Azure Event Grid
Candidates should be prepared to clearly demonstrate their experience through specific project engagements.
For each relevant engagement, candidates should be able to identify:
1. Project / Engagement Overview
Provide a clear summary of the project, client/organization, business purpose, and integration environment.
2. Engagement Duration
Clearly identify the month and year the engagement started and ended, including the total duration.
3. Azure Services Used
Clearly identify each Azure Integration Service used and explain the candidate's specific responsibilities with each technology.
Examples include:
  • Logic Apps: Workflow orchestration, interface development, API/file/database integrations, error handling, routing, transformations, etc.
  • API Management: API exposure, security, policies, throttling, authentication, routing, monitoring, and lifecycle management.
  • Service Bus: Queues/topics, asynchronous messaging, reliable delivery, decoupling, retry and dead-letter handling.
  • Azure Functions: Custom business logic, message processing, transformations, event-driven processing, and integration extensions.
  • App Services: Hosting and deployment of integration-related applications/APIs.
  • Event Grid: Event-driven integration and event routing.
  • Other relevant Azure services may include AKS, Containers, and On-premises Data Gateway.
4. Development Experience by Azure Service
Candidates should clearly state the amount of hands-on development experience, preferably in months or years, with each applicable Azure service.
5. Data Validation
Candidates should demonstrate experience with data validation where applicable.
Examples include:
  • XSD/schema validation
  • Custom C#/.NET validation
  • XML/JSON validation
  • Business-rule validation
  • Message structure validation
  • Healthcare data validation
Candidates should explain the technology and approach used.
6. Data Transformation
Candidates should demonstrate experience transforming data between source and target systems.
Relevant technologies may include:
  • XSLT
  • Logic Apps Data Mapper
  • Liquid templates
  • C#/.NET custom transformation code
  • JSON/XML transformation
  • Mapping and normalization techniques
Candidates should clearly explain which transformation technology was used and their role in implementing it.
7. Integration Patterns
Candidates should demonstrate practical experience implementing integration patterns such as:
  • Request/Response
  • Publish/Subscribe
  • Asynchronous messaging
  • Event-driven integration
  • Ordered delivery
  • Queue-based processing
  • Topic-based messaging

  • Experience promoting solutions across:
    • Development
    • Test

    • UAT
    • Production
  • Experience automating Azure deployments and configuration.
Scalable & Fault-Tolerant Azure Integrations
  • Experience designing scalable and fault-tolerant Azure integration solutions.
  • Experience handling dynamic transaction volumes.
  • Knowledge of Azure capabilities for elastic scaling.
  • Experience implementing application-level fault tolerance, including:
    • Retry mechanisms
    • Throttling
    • Large-message handling
    • Dead-letter queues
    • Failure recovery
    • Resilient asynchronous processing
  • Experience with multi-region or multi-geo designs is an asset.
High-Volume & Large-Message Processing
Experience developing high-performance integration solutions capable of processing:
  • High message volumes

  • HL7 healthcare messages
  • EDI transactions
  • Enterprise data exchanges
Experience with Azure Logic Apps, API Management, Service Bus, App Services, Functions, and Event Grid is highly desirable.
Hybrid & Multi-Cloud Integration
Experience integrating Azure solutions with:

  • Azure services
  • Other cloud platforms such as AWS, GCP, or OCI
Experience with:
