Employment Type Full-Time Contract About the Opportunity The Department of Health is seeking an experienced Clinical Informatics Workforce & Program Development Lead (BA3) to support the Provincial Clinical Information Solution (Symbio Program), a province-wide digital health transformation initiative implementing a standardized Clinical Information System (CIS) across New Brunswick. Reporting to the Transformation Management Office (TMO) and Clinical Informatics Program Leadership, the successful candidate will establish, develop, and scale Clinical Informatics capabilities across Regional Health Authorities (RHAs). The successful resource will lead workforce planning, organizational development, recruitment, onboarding, workforce readiness, governance, and Clinical Informatics program development while collaborating with executive leadership, Human Resources, Clinical Leadership, and project teams to support successful implementation, adoption, and optimization of the provincial Clinical Information System. This is a strategic leadership role requiring extensive experience in healthcare transformation, Clinical Informatics, Digital Health, workforce planning, organizational design, and stakeholder engagement within complex Canadian healthcare environments. Key Responsibilities Workforce Planning & Organizational Development Develop comprehensive Clinical Informatics workforce strategies aligned with provincial implementation timelines. Design future-state Clinical Informatics organizational structures across Regional Health Authorities. Develop staffing models, workforce forecasts, resource allocation plans, and deployment strategies. Create role descriptions, competency frameworks, career pathways, and succession planning models. Build scalable workforce planning processes supporting ongoing organizational growth. Identify workforce capacity requirements throughout implementation phases. Develop workforce governance processes and operational standards. Recruitment & Talent Acquisition Lead recruitment initiatives for Clinical Informatics resources across multiple healthcare organizations. Collaborate closely with Human Resources and executive leadership. Develop local, national, and international recruitment strategies. Build sustainable talent acquisition pipelines. Participate in candidate screening, interviews, evaluations, and hiring recommendations. Develop hiring criteria and standardized recruitment processes. Support workforce expansion during implementation activities. Onboarding & Workforce Readiness Design standardized onboarding frameworks for Clinical Informatics resources. Develop orientation programs and role-specific training plans. Coordinate workforce readiness initiatives. Support workforce deployment planning throughout implementation. Ensure successful integration of new staff into Clinical Informatics teams. Develop organizational readiness processes supporting workforce transitions. Clinical Informatics Program Development Establish Clinical Informatics operating models across Regional Health Authorities. Develop governance frameworks and organizational standards. Create best practices supporting Clinical Informatics services. Establish Communities of Practice. Support leadership development and mentorship initiatives. Develop competency development programs. Drive continuous improvement initiatives across Clinical Informatics services. Stakeholder Engagement Collaborate with: Clinical Leadership Human Resources Executive Leadership Transformation Management Office Operational Leaders Regional Health Authorities Facilitate stakeholder workshops and planning sessions. Align workforce planning with implementation priorities. Support governance and communication activities. Identify organizational risks and workforce constraints. Develop mitigation strategies supporting successful program delivery. Mandatory Qualifications (M1–M8) Candidates must demonstrate the following experience: M1 Minimum 10 years of progressive healthcare leadership experience in one or more of: Clinical Operations Clinical Informatics Digital Health Health System Transformation Including leadership of strategic planning, healthcare program delivery, and organizational initiatives. M2 Minimum 7 years of experience in: Workforce Planning Staffing Models Organizational Design Team Structure Development Resource Deployment Capacity Planning Workforce Forecasting Supporting large healthcare transformation initiatives. M3 Minimum 5 years supporting implementation of: Clinical Information Systems (CIS) Electronic Health Records (EHR) Electronic Medical Records (EMR) Digital Health Transformation Programs M4 Demonstrated experience leading: Recruitment Talent Acquisition Hiring Strategies Candidate Evaluation Interview Processes Workforce Scaling Onboarding Programs M5 Experience working within complex healthcare environments involving: Clinical Leadership Human Resources Executive Leadership Program Leadership Multi-stakeholder Collaboration Facilitation Stakeholder Alignment Conflict Resolution M6 Experience developing workforce readiness initiatives including: Onboarding Programs Orientation Frameworks Workforce Deployment Training Coordination Capacity Planning Organizational Risk Assessments Workforce Constraint Mitigation M7 Available to start as required. M8 Compliance with vendor submission requirements. Desired Qualifications (S1–S9) Preference will be given to candidates with experience in: Establishing Clinical Informatics departments and operating models.
