Michael Baker International’s Broadband Practice provides broadband and telecommunications consulting and engineering services to state broadband offices, public agencies, municipalities, and other government entities nationwide. The Broadband Practice supports clients through technical advisory services, broadband planning, data analysis and mapping, verification and challenge support, and grant and program implementation support. The Broadband Practice also supports broadband technology evaluation, cost and schedule analysis, grant management, program and project strategy, risk assessments, and technical review of deployment-related information across wired and wireless environments.
Description
This is a dynamic consulting role that combines project leadership, financial management, and client-facing responsibilities with a strong understanding of broadband funding programs, technologies, and infrastructure. The Broadband Project Manager (Consulting) will lead multidisciplinary teams in planning and delivering broadband initiatives, including strategic planning, feasibility studies, data analysis and mapping, grant and program implementation, compliance monitoring, and technical review of deployment-related information. You will manage project scope, schedules, budgets, resources, risks, quality, and deliverables while working directly with clients and partners—including state and local agencies, community leaders, internet service providers, engineering specialists, subconsultants, and other stakeholders—to ensure projects meet contractual and technical requirements, remain within budget, and achieve client and program objectives.
Key Responsibilities:
- Lead broadband consulting projects from initiation through closeout, ensuring alignment with client objectives, contractual requirements, and quality standards.
- Advise clients on broadband strategy, technologies, and deployment approaches.
- Guide clients in navigating IIJA, BEAD, and other broadband funding programs, including applicable program requirements and compliance obligations.
- Develop and manage project scopes, work plans, schedules, budgets, resource assignments, and deliverables; monitor performance to support timely, successful delivery.
- Identify, document, and manage project risks, issues, dependencies, and changes; implement mitigation and corrective-action strategies.
- Facilitate communication, coordination, and decision-making among project teams, clients, subconsultants, government agencies, service providers, community organizations, and other stakeholders to advance project objectives and resolve delivery issues.
- Provide technical direction to project teams by applying a working knowledge of broadband network architecture, technologies, and deployment considerations.
- Lead or oversee broadband market assessments, feasibility studies, strategic plans, and related analyses that inform client decisions and recommendations.
- Prepare, review, and present clear, accurate reports, technical memoranda, presentations, and other project documentation.
- Collaborate with practice leadership and executive stakeholders on project performance, resource needs, priorities, and strategic initiatives.
- Support business development by strengthening client relationships, identifying follow-on opportunities, and contributing to scopes, proposals, and presentations.
- Manage project financial administration, including cost estimates, purchase orders, invoices, credits, and related documentation, within assigned authority.
- Travel occasionally, and at times moderately, to support client meetings, project activities, and industry events.
- Maintain current knowledge of broadband policy, funding programs, technologies, and market developments.
- Perform other duties consistent with the responsibilities and objectives of the position.
Required Qualifications and Skills
- 3-5 years of progressively responsible project or program management experience in broadband, telecommunications, public infrastructure, or a related consulting environment.
- Working knowledge of broadband industry standards, regulatory requirements, deployment considerations, and fiber-optic, fixed and mobile wireless, cable, satellite, and other telecommunications network technologies.
Familiarity with broadband policy, federal funding programs (such as the Infrastructure Investment and Jobs Act (IIJA)’s Broadband Equity, Access, and Deployment (BEAD) Program).
- Demonstrated ability to manage project scope, schedules, resources, risks, quality, and deliverables using established project-management practices.
- Strong written, verbal, presentation, listening, and interpersonal skills, including the ability to prepare clear, accurate project documentation and communicate effectively with clients, internal teams, subconsultants, vendors, and other stakeholders.
- Proficiency with Microsoft 365, including Teams, and project-management software and tools.
- Sound judgment and demonstrated problem-solving, decision-making, negotiation, and change-management capabilities.
- Experience leading multidisciplinary teams and coordinating work across multiple projects, workstreams, or stakeholder groups.
- Experience monitoring project financial performance, including budgets, forecasts, invoicing, and change control.
- Ability to interpret contracts, scopes of work, technical documents, and regulatory guidance.
- Organized, process-driven approach with strong attention to detail and the ability to prioritize competing demands, adapt to changing requirements, and work effectively with limited supervision.
- Ability to build productive client relationships and contribute effectively in a consulting environment.
Preferred/Highly Desired Qualifications:
- Experience interpreting or implementing grant requirements for federal- or state-funded infrastructure programs.
- Experience supporting state broadband offices, public agencies, municipalities, or other government clients.
- Experience with broadband planning, feasibility studies, data analysis and mapping, technical reviews, grant administration, or program implementation.
