Miami Technology Solutions is seeking a Business Analyst and Scrum Master to support a federal government data integration. This position will help federal and contractor stakeholders define the work, translate business and technical needs into an actionable backlog, and maintain the Agile delivery practices needed to move integration work from discovery through implementation and validation.
The successful candidate will work closely with product owners, subject-matter experts, data integration engineers, application teams, testers, and project leadership. The role requires strong facilitation and analysis skills, an understanding of data and system integration, and the ability to document decisions, dependencies, risks, interfaces, and acceptance criteria clearly enough for technical teams to act on them.
Responsibilities
Business Analysis
• Elicit and document business, functional, data, integration, reporting, security, and operational requirements.
• Translate stakeholder needs into epics, features, user stories, acceptance criteria, process flows, interface requirements, and data requirements.
• Facilitate discovery sessions with NMFS, IPaC, application, data, security, and operational stakeholders.
• Document current and future workflows, system interactions, data ownership, business rules, exception handling, and manual activities.
• Support the review of interface specifications, source-to-target mappings, data definitions, and validation rules.
• Maintain traceability between objectives, requirements, backlog items, test evidence, and delivered capabilities.
• Identify gaps, conflicting requirements, unresolved decisions, and scope changes and bring them to the appropriate decision makers.
Scrum Master and Delivery Support
• Facilitate sprint planning, daily coordination, backlog refinement, sprint reviews, retrospectives, and other working sessions.
• Help the product owner and technical leads maintain a prioritized, ready, and appropriately sized backlog.
• Track dependencies, impediments, decisions, action items, delivery risks, and commitments across participating teams.
• Use team metrics and delivery data to identify bottlenecks and support practical improvements to planning and execution.
• Coordinate demonstrations, stakeholder reviews, and acceptance activities for integration increments.
• Promote clear working agreements and consistent definitions of ready and done without adding unnecessary process.
Stakeholder Communication and Documentation
• Prepare concise status updates, meeting records, decision logs, roadmaps, release notes, and briefing materials.
• Explain technical dependencies and integration constraints in language appropriate for business and program stakeholders.
• Coordinate with quality assurance staff to ensure requirements and acceptance criteria are testable and covered by test cases.
• Support release planning, implementation readiness, training, transition, and operational handoff activities.
• Maintain project artifacts in Jira, Confluence, SharePoint, or comparable collaboration tools.
Required Skills and Experience
• Minimum four years of experience performing business analysis, product analysis, Scrum Master, or Agile delivery responsibilities for software or data projects.
• Experience eliciting, analyzing, documenting, and validating business and technical requirements.
• Experience writing epics, user stories, acceptance criteria, process flows, and requirements for integrations or data-intensive systems.
• Experience facilitating Agile ceremonies and cross-functional working sessions.
• Working knowledge of APIs, databases, data pipelines, system interfaces, and common integration concepts.
• Experience managing backlogs, dependencies, risks, decisions, and delivery reporting through Jira and related tools.
• Ability to facilitate discussions involving federal stakeholders, subject-matter experts, engineers, testers, and project leadership.
• Strong written communication, meeting facilitation, organization, and problem-solving skills.
• Bachelor's degree in business, information systems, computer science, or a related field, or equivalent practical experience.
Preferred Skills and Experience
• Experience supporting federal software modernization, data integration, or shared-service initiatives.
• Experience working with environmental, permitting, consultation, natural-resource, or regulatory programs.
• Experience documenting API contracts, data mappings, data governance decisions, or interface-control requirements.
• Experience working with Google Cloud Platform, cloud data warehouses, or enterprise integration platforms.
• Experience supporting Appian or another low-code enterprise platform.
• Certified ScrumMaster, Professional Scrum Master, SAFe Scrum Master, PMI Professional in Business Analysis, or comparable credential.
• Familiarity with accessibility, records management, security, and release requirements for federal systems.
