Our Client

Our client is a major NSW Government-owned utility responsible for essential infrastructure and services across Greater Sydney.

The organisation is undertaking a significant long-term infrastructure investment program spanning major asset upgrades, network renewal, growth infrastructure and operational improvement.

This is an opportunity to work within a large, complex delivery environment where your analysis will help improve how major infrastructure programs, delivery partners and operational processes work together.

Why Contract With Us

At Charter Diligence, we go beyond just placement - we support our contractors with practical benefits that reflect real-life needs. All contractors engaged through us have access to early cash advances on approved timesheets, offering flexibility in cases of unforeseen expenses or cash flow challenges. Unlike traditional labour hire providers, we understand that life doesn’t always align with a pay cycle - and we're here to help when it matters most. Well, ask your mates if they’re already a Charter Diligence Contractor - chances are, they’re already benefiting from the support we provide.

About The Role

We are seeking two experienced Business Analysts to support project and operational improvement initiatives within a major infrastructure delivery environment.

You will investigate how current processes, contractual arrangements, stakeholder interfaces and delivery models operate in practice.

The focus is on getting into the detail, identifying what is slowing delivery down and turning complex findings into practical recommendations for senior stakeholders.

This role will suit a hands-on Business Analyst who is confident facilitating workshops, mapping processes, conducting gap and root cause analysis and working across complex stakeholder groups.

  • Position: Business Analyst x 2
  • Rate: $800-$900 per day + super
  • Location: Parramatta and other Sydney sites as required
  • Working Arrangement: 3 days office | 2 days WFH
  • Start: ASAP, subject to checks
  • Contract: Until 29 January 2027
  • Extension: Possible
  • Hours: 40 hours per week
  • Checks: Police check and 2 references

Key Responsibilities

  • Analyse current operational and project delivery processes to identify gaps, duplication, bottlenecks and improvement opportunities
  • Gather qualitative and quantitative information from stakeholders, documentation and operational data
  • Lead discovery sessions, workshops and stakeholder interviews
  • Map current-state and future-state processes, workflows and stakeholder interfaces
  • Perform gap analysis and root cause analysis across complex delivery environments
  • Define and document business requirements, process requirements and improvement opportunities
  • Review delivery models and contractual obligations to understand responsibilities, dependencies and performance issues
  • Clarify roles, responsibilities, hand-offs and accountabilities across internal and external stakeholders
  • Assess governance arrangements and identify areas of unnecessary complexity or role ambiguity
  • Translate complex analysis into practical, evidence-based recommendations
  • Develop process maps, requirements documentation, reports and decision-support materials
  • Work closely with project teams, operational stakeholders, subject matter experts and delivery partners
  • Facilitate agreement on proposed process improvements and future ways of working
  • Support solution evaluation, implementation planning and business readiness activities
  • Track actions, risks, dependencies and agreed outcomes arising from analysis
  • Prepare concise executive reports, presentations and recommendations for senior stakeholders

About You

You are an experienced Business Analyst who can quickly understand complex operating environments and confidently engage stakeholders from frontline teams through to senior leadership.

You Will Ideally Bring

  • 5-7+ years of Business Analyst or Senior Business Analyst experience
  • Strong experience in process analysis, gap analysis and process improvement
  • Proven current-state and future-state process mapping capability
  • Experience working across complex project or operational delivery environments
  • Strong workshop facilitation, discovery and requirements elicitation skills
  • Demonstrated stakeholder management experience, including senior stakeholders
  • Strong analytical, problem-solving and root cause analysis capability
  • Experience identifying process duplication, bottlenecks, governance issues and unclear accountabilities
  • Ability to convert complex information into clear recommendations and actions
  • Strong executive report writing and presentation skills
  • Experience reviewing contractual obligations, commercial interfaces or delivery models
  • Confidence working autonomously across multiple stakeholder groups
  • Experience within utilities, construction, infrastructure or major capital projects will be highly regarded
  • Exposure to alliance contracting, NEC contracts or major infrastructure delivery models will be highly regarded
  • BPMN, Lean, Six Sigma or similar process improvement knowledge will be advantageous
  • Relevant tertiary qualifications or business analysis certification such as IIBA will be advantageous
  • Permanent residency, Australian citizenship or a valid long-term Australian work visa with unrestricted working rights
  • Ability to complete required police and reference checks
  • As a mandatory requirement for this contract role, applicants are kindly asked to complete a compliance check and upload their work rights verification at www.charterdiligence.com.au/portal. Incomplete submissions may not be considered. If you have any questions or need assistance with the process, please don’t hesitate to contact our team—we’re here to help.

Application Process

Important: Due to the high volume of applications and the limited submission timeframe, we may not be able to contact all applicants. This is not a reflection of interest, but a result of operational constraints. As part of mandatory government contract requirements, priority will be given to candidates who have completed all necessary compliance checks. For applicants with privacy concerns regarding work rights verification submission, documents may be presented in person at our local offices for sighting.

We encourage candidates who are passionate about making a difference and possess the necessary experience and skills to apply. Please apply to this job post or submit your CV along with a cover letter detailing your qualifications and interest in the role to this job post. For confidential inquiries, contact our recruitment team at recruitment@charterdiligence.com.au and (02) 7208 7776 (Sydney), (03) 9001 7776 (Melbourne), (07) 3866 7776 (Brisbane), or (08) 6118 7776 (Perth).

Charter Diligence is an equal-opportunity employer committed to diversity and inclusion. We welcome applications from all qualified individuals, regardless of their background. Join us and be part of a team that is shaping the future of the industry.
