Business Architect – Operating Model | Public Sector | Inside IR35

We're looking for a senior Business Architect to lead organisational design and operating model transformation for a large-scale engineering organisation within a major public sector programme.

You'll work directly with senior stakeholders to design future-state organisational structures, clarify accountabilities, define supporting governance, and oversee the implementation of change - ensuring business outcomes, service delivery and product lifecycles are fully aligned with the teams that support them.

What we're looking for:

✅ Proven track record as a senior Business Architect delivering operating model transformation in large, complex organisations

✅ Strong grounding in organisational design principles - flow, ownership, impediment removal, team interaction models

✅ Experience defining KPIs, outcomes and value metrics for organisational success

✅ Background establishing product-centric or platform-centric operating models

✅ Confident engaging and influencing senior stakeholders up to C-Suite

✅ Strong workshop facilitation and executive-level communication skills

✅ Experience in regulated, governance-driven environments — public sector strongly preferred

Nice to have:

➕ Team Topologies knowledge/application

➕ Public sector or government transformation background

➕ Familiarity with Agile/DevOps/product-led engineering operating models

➕ Experience building communities of practice and capability frameworks
