SCC’s Training Division delivers high-quality, mission-aligned instructional support and workforce development solutions to a diverse portfolio of federal customers. As our Training Division continues to grow, we are seeking a detail-oriented and motivated Business Development & Proposal Specialist to support our training-focused BD and proposal efforts.
POSITION SUMMARY
The Business Development & Proposal Specialist – Training Division is a key member of the SCC BD team with primary responsibility for identifying, pursuing, and responding to federal training and education contract opportunities. This role encompasses the full near-term proposal lifecycle — from opportunity sourcing and government customer intake through proposal writing, editing, formatting, submission, and follow-up. The position primarily supports shorter-cycle, lower-dollar training solicitations (generally $5,000–$250,000) while also providing proposal writing and coordination support to broader Corporate BD efforts as needed. The ideal candidate is an organized, articulate communicator who can produce polished, compliant proposal responses on tight deadlines with minimal supervision.
KEY RESPONSIBILITIES
Opportunity Sourcing & Pipeline Support
- Monitor GSA eBuy, SAM.gov, and other federal procurement portals for training and education-related contract opportunities aligned with SCC’s Training Division capabilities.
- Identify and flag qualifying solicitations, RFQs, Sources Sought notices, and RFIs for leadership review and pursuit decisions.
- Maintain an accurate and current opportunity tracker for Training Division pursuits; provide regular status updates to BD leadership.
- Assist with responses to Sources Sought notices and RFIs to market SCC’s training capabilities and establish customer awareness.
- Support Corporate BD team on broader SCC opportunity tracking and pipeline efforts as directed.
Proposal Writing, Editing & Submission
- Draft, edit, and format proposal responses to federal training solicitations in accordance with solicitation instructions, Section L/M requirements, and SCC standards.
- Write clear, persuasive technical and management narratives that articulate SCC’s training capabilities, past performance, and value proposition.
- Ensure proposals are fully compliant with solicitation requirements, including formatting, page limits, attachments, and certification requirements.
- Manage proposal timelines and internal deadlines; coordinate review cycles and incorporate feedback from subject matter experts and leadership.
- Package and submit final proposals through required platforms (GSA eBuy, SAM.gov, email submission, or other designated portals) in strict accordance with solicitation instructions.
- Perform post-submission follow-up with contracting offices as appropriate; track award status and document outcomes in the pipeline tracker.
- Provide proposal writing, editing, and formatting support to Corporate BD efforts on an as-needed basis.
Government Customer Intake & Coordination
- Serve as an initial point of contact for government customers reaching out to SCC’s Training Division regarding training requirements, course availability, scheduling, and acquisition options.
- Gather and document customer requirements, preferred delivery formats, performance timelines, and budgetary parameters to inform proposal development.
- Coordinate internally between the Training Division delivery team and the BD team to ensure customer needs are accurately reflected in proposal responses.
- Maintain professional, responsive, and service-oriented communication with government customers throughout the pre-award phase.
- Log customer interactions and requirement details to support pipeline accuracy and informed capture planning.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in English, Communications, Business Administration, Education, or a related field; equivalent professional experience will be considered.
- Minimum 2–4 years of experience in federal proposal writing, business development support, or a closely related field.
- Demonstrated experience drafting proposals, capability statements, or written responses to federal solicitations.
- Familiarity with federal procurement processes, including GSA eBuy, SAM.gov, and solicitation document structures (RFQ/RFP/Sources Sought).
- Exceptional written communication skills; ability to write persuasively, concisely, and in compliance with solicitation requirements.
- Strong verbal communication skills and a customer-service orientation; comfortable engaging directly with government customers and internal stakeholders.
- Proficiency in Microsoft Office Suite, including Word (formatting and styles), Excel (trackers and data entry), and PowerPoint.
- Strong organizational skills with the ability to manage multiple simultaneous tasks and deadlines in a remote work environment.
- High attention to detail and commitment to producing accurate, polished work product.
PREFERRED QUALIFICATIONS
- Experience supporting or writing proposals for federal training, education, or professional development contracts.
- Familiarity with federal training acquisition vehicles, OPM/agency training schedules, and GSA training-related Schedules.
- Experience with small-dollar, short-cycle solicitations (micro-purchase through simplified acquisition threshold).
- Prior experience in a customer-facing role involving government or institutional clients.
- APMP Foundation or equivalent proposal management credential.
- Prior military service, or experience in a veteran-owned or SDVOSB environment, is a plus.

COMPENSATION & BENEFITS
SCC offers competitive compensation commensurate with experience. The anticipated salary range for qualified candidates is:
$60,000 – $70,000 annually
Candidates with demonstrated federal proposal writing experience and a track record of training-sector BD contributions may be considered at the higher end of this range. Entry-level or transitioning candidates with strong writing skills and relevant education will be considered toward the lower end.
