The Digital Technology Digital Product Life Cycle (DPLC) and Advanced Technology organization is seeking a Business Operations & Execution Lead to strengthen how the organization plans, executes, and governs work across both Agile and traditional waterfall delivery models. This role is accountable for maturing long‑range operating strategies and driving organizational‑level process improvement grounded in CORE principles.


With deep experience in Agile execution as well as proficiency in waterfall program delivery, this leader will guide cross‑functional teams toward predictable, transparent, and well‑aligned outcomes. This role partners closely with executive leadership to drive execution discipline and develop a consolidated, enterprise‑aligned execution plan for the organization.


As a strategic member of the Business Enablement leadership team, you will influence organizational direction, strengthen operating rhythms, and embed a culture of continuous improvement across a complex, matrixed environment.


**This is a hybrid position based out of one of Collins’ major facilities, with Dulles, VA as the preferred location.**


What You Will Do


  • Shape, influence, and execute strategic direction for business operations, operating models, and governance structures that improve clarity, alignment, and execution across both Agile and waterfall work.
  • Mature the execution cadence ensuring alignment to strategy, transparency of work, and predictable delivery while coordinating dependencies across programs and functional teams.
  • Lead process improvement initiatives that simplify work, reduce waste, and increase throughput using CORE methodology and structured problem‑solving tools.
  • Drive senior‑level business reviews and operational analysis with executive leadership.
  • Mature risk, issue, and change control governance, ensuring systemic visibility, accountability, and timely escalation across Agile, hybrid, and waterfall workstreams.
  • Define, implement, and continuously refine strategic KPIs that connect execution performance to long‑term objectives, enabling leaders to act on meaningful insights.
  • Partner with Finance to lead budget strategy, multi‑year forecasting, investment planning, and resourcing strategies that align operating needs to business priorities.
  • Identify systemic issues and operational gaps, diagnose root causes, and implement scalable solutions that strengthen execution across the portfolio.
  • Promote a culture of disciplined delivery, structured problem solving, continuous learning, and operational rigor across Agile and traditional teams.

Qualifications You Must Have:


  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
  • Release Train Engineer Agile experience or certification.
  • Project Management experience.
  • Have experience implementing management systems across a project portfolio, including financial oversight, risk management, scheduling, and scope management.
  • Possess a strong understanding of Agile and Waterfall execution principles.
  • Excel in cross-functional collaboration, working effectively with senior leadership and teams
  • Demonstrate the ability to build trust, foster teamwork, and take accountability for customer and stakeholder relationships.
  • Communicate with clarity, efficiency, and impact across a wide range of stakeholders.

The salary range for this role is 172,900 USD - 328,700 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
