Job Title - Business Support Manager

Sponsorship: Skilled Worker sponsorship is not available for this role. As a result, we are unable to appoint candidates who require Skilled Worker sponsorship now or in the future. Applicants must have an existing and ongoing right to work in the UK.

The Scottish Fuel Poverty Advisory Panel is an independent body established by the Scottish Government. The Panel advises Scottish Government on fuel poverty and scrutinises its progress towards achieving Scotland’s 2040 fuel poverty targets. The Panel also considers topical fuel poverty issues, advising and influencing on these in Scotland and beyond. Evidence-gathering, stakeholder conversations and highlighting the lived experience of fuel poverty are crucial to the Panel’s work.

The Panel comprises 6 members supported by a Secretariat of 3 – this role and a Secretariat Head and an Analytical Manager. The Secretariat comprises Civil Servants and is based in the Office of the Chief Social Policy Adviser, which has staff in both St Andrew’s House and Atlantic Quay. The Secretariat work on a hybrid basis with at least 40% of time spent in the office.

This role is a wide-ranging administrative one with opportunities to create and consolidate financial, web management and governance skills and experience. The role offers the opportunity to develop policy-based skills and involves interaction with a wide-range of stakeholders both in Scotland and across the UK. There is also the opportunity to bring your thinking and ideas to the Panel’s operational framework and how this could be further developed and improved. Because the work is so varied, the Secretariat team needs to be flexible and mutually supportive.

The Secretariat is a small but very friendly team which also benefits from being part of the wider team in the Office of the Chief Social Policy Adviser.
The Business Support Manager is critical to the smooth running of the Panel, ensuring that the Panel is compliant with the necessary financial and governance processes and that its key communication channel – its website – reflects its current work and composition. Responsibilities

  • Engaging effectively and building good working relationships with the Panel and the Sponsor team, and a range of stakeholders in and without Scottish Government, including keeping the Panel stakeholder list up to date.

  • Organising Panel in-person and online meetings, including logistics and minute-taking.

  • Managing the Panel budget on a day-to-day basis, including routine updates, timely payment of Panel fees and liaising with the relevant Scottish Government BCLO.

  • Managing the Panel’s website, publishing the Panel’s work, and keeping key figures and facts up to date.

  • Supporting the production of Panel outputs, such as presentations and reports.

  • Managing the Panel mailbox, flagging priority items, and tracking responses for these, contributing to FoIs and other information requests, as well as other general administrative tasks such as eRDM file path maintenance and filing, and updating meeting and action logs.

  • Supporting the Secretariat Head with the 3 supplier contracts, including procurement, and relationship management meetings with these and the SG Sponsor Team.

  • Supporting the Secretariat Head with Panel governance requirements, such as register of interests and model code of conduct

Experience:

  1. You will be able to demonstrate excellent organisational skills with meticulous attention to detail, be self-motivated and able to work autonomously.
  2. You will be able to demonstrate excellent verbal and written communication skills, along with strong relationship building and the ability to collaborate effectively.
  3. Ideally, you will be proficient in MS Word, Excel, and PowerPoint, with knowledge of Oracle Finance modules and making payments. Experience of website management would also be helpful although training will be provided on this as well as Oracle, if necessary.

Working Pattern

This post is a full-time role, but we welcome applications from staff with different working patterns, proposed working patterns will be assessed against the business requirements for this post.

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
