We have an exciting temporary opportunity for an experienced Product Owner to join the Digital Division at Social Security Scotland. Working within the Data Provisioning Team, you will lead the ongoing development and delivery of the Data Sharing Portal (DSP), a key product that supports secure data sharing and insight across public services. You will provide product leadership, working closely with stakeholders to shape priorities, maintain the product roadmap, and ensure delivery meets user and organisational needs. Leading a small team, you will champion Agile and Lean ways of working, drive continuous improvement, and support effective product governance. This is an excellent opportunity for colleagues across the Scottish Government to broaden their product management experience while contributing to a high-profile digital product that delivers meaningful outcomes for citizens and colleagues. Responsibilities Provide leadership for the Data Sharing Portal (DSP), setting product direction, managing priorities, and ensuring delivery aligns with user and organisational needs. Lead and support multidisciplinary teams, championing Agile and Lean ways of working, driving continuous improvement, and promoting a collaborative, high-performing culture. D evelop and maintain the product roadmap, balancing user needs, business priorities, risks, dependencies and operational requirements throughout the product lifecycle. Build strong relationships with stakeholders at all levels, influencing decision-making, communicating product value, and securing support for delivery priorities. Monitor product performance and benefits, using evidence and insight to inform decisions, improve outcomes, and maximise value. Identify and manage risks, issues and dependencies, ensuring appropriate governance processes are followed and effective support models are in place. Act as a key point of contact for operational teams, supporting issue resolution and helping to embed effective and consistent ways of working. Coach and develop team members, contribute to capability building, and support a culture of learning, innovation and continuous improvement. Success Profiles We use an assessment framework called ‘Success Profiles’ which lists the elements we test and provides detailed descriptions of each. Find out more about the framework here . For this temporary opportunity, the following Success Profile elements will be assessed: Experience Experience identifying and implementing the most effective delivery approaches to achieve project outcomes, including defining product benefits and communicating value in alignment with SPM principles. Experience managing product risks, issues and governance throughout the product lifecycle, while working closely with operational teams as a key point of contact. Expertise in problem-solving and continuous improvement techniques, with the ability to coach others and apply insights from emerging technologies and market trends. Experience gathering, analysing and translating user needs using a range of research methods, working collaboratively with stakeholders and user-centred design specialists. This is a Government Digital and Data (GDD) role within the Product and Delivery job family. Candidates who are not currently members of the GDD Profession, or who belong to a different GDD job family, will be required to complete a GDD technical assessment before an appointment can be confirmed. If you are successful following the informal discussion and a technical assessment is required, further details will be provided in advance to allow you sufficient time to prepare. Dates to Remember Statement submitted by: 19th August at 12 noon Informal chats: week commencing 31st August (This may be subject to change) Duration of Temporary Opportunity 6 months initially with the possibility of extension Hybrid Working Our standard hours are 35 hours per week, and we offer a range of flexible working options, depending on the needs of the role. We embrace a hybrid working style where all colleagues will spend time in either our Glasgow or Dundee offices. There is an expectation of a minimum 2 days per week in your assigned location.
