Location: Dublin (Inchicore) (Hybrid working arrangements available, as per Remote Working policy)

Salary: TBC (Salary commensurate with suitable Qualification and Experience)

Contract Hours: 36-hour per week.

Employment Type: Full time Permanent

Annual Leave Entitlement: 25 days per annum, rising to 28 based on service.

ROLE & PURPOSE

• Responsible for leading the Civil Engineering Department in all aspects of safety, cost, performance and production
• Responsible for the development & implementation of strategies that deliver a safe and efficient rail network.

Key Qualities

Essential

• Hold a Civil Engineering degree
• Be a chartered Engineer with a recognized professional body.
• Demonstrable competencies in managing a large maintenance and/or renewals organization
• Demonstrable skills in business management including people management, operations logistics, commercial management, financial control
• Detailed knowledge of, and experience in, Health and Safety Legislation including practical application in a large organisation
• Strategic leadership qualities and interpersonal skills to influence policy decisions at the IM level.
• Knowledge of processes for the development, implementation and maintenance of safety management, technical and quality management systems and standards.
• Demonstrable strategy and change management skills.
• Experience in managing large and complex Engineering teams and in leading and delivering projects.

General Management Responsibilities

• Safety: Ensure all professional activities associated with CCE are compliant with the IM and CCE safety management system, fulfilling the requirements for the health, safety and welfare of all employees and customers.
• Customer Service: Provide high and consistent levels of customer service to the Railway Undertakings, IM Management team and associated customers in order to support a high performing railway.
• Business: To ensure that the requirements for the maintenance, renewal and remediation of assets are identified and efficiently managed so as to consistently provide high performing infrastructure for the operation of railway services
• People: To create the environment within CCE, for the IM team and Iarnród Éireann to become an employer of choice, which supports the building of competence and on-going personal development.

Specific Responsibilities

Engineering

• To lead the Civil Engineering function in all aspects of engineering management based on civil engineering and asset management principles.
• To manage 11 distinct business units within CCE to ensure optimal provision of assets for the operation of rail services
• Responsible for the delivery of quality maintenance, renewals and remediation plans for the civil engineering assets under your control.
• Lead the development and maintenance of an effective Infrastructure Asset Management System to support asset management activities as defined in the CCE Technical Management System.
• Develop and maintain an effective arrangement for the management of Buildings and Facilities infrastructure for Iarnród Éireann.
• Develop, maintain and implement policies and standards for civil engineering asset maintenance and enhancements.
• To lead the commitment to continuous improvement in customer service quality in order to achieve the targets set down in the multi-annual contract and as required under our broader service delivery obligations

Safety

• To ensure that the safety management systems are implemented and that the CCE team are managing safety activities effectively in their respective areas in accordance with the CCE safety management system and your Safety Responsibility Statement.
• To ensure compliance with Construction Regulations, Railway Safety Act and all other relevant safety legislation
• To lead the development of the Annual Safety Plan for CCE.
• To lead and support safety policies, systems and priorities in order to ensure that safety risks are reduced and that a strong safety culture is maintained throughout the CCE Department.
• Ensure participation and compliance with all internal audits and audits as conducted by RSC, RAIU or other external body.
• Ensure completion of all recommendations and actions as identified through the Safety audit process.
• To ensure that measures of performance for each of the obligations within the safety management systems are identified, recorded, measured and reviewed with corrective actions identified.
• Ensure the occupational health, safety and welfare of CCE employees in accordance with legislation.
• Ensure asset safety for all assets under your control
• Carry out safety tours to ensure that all safety related equipment, materials, literature and working environments are in accordance with CCE safety management system.

Business

• To lead and support the development of policies and procedures that will ensure that the civil engineering maintenance and renewals are delivered in accordance with CCE budget and efficiency targets.
• Achieve targeted returns on capital expenditure programmes within the CCE team.
• Ensure that corporate financial policy and procedures are adhered to within the CCE team.
• Responsible for budgetary control and cash flow management for the CCE business.
• Responsibility for procurement compliance in accordance with CIE Group Procurement Policies and Procedures.
• Ensure participation and compliance with all internal / external business & financial audits and management actions as required by Group Internal Audit.
• Support and engage in the relevant financial action plans as required by the Director IM.

People

• To lead and maintain a management team comprising of individuals with a proven track record of management and professional competencies to achieve organisational objectives on an ongoing basis.
• Ensure annual CCE workforce plans achieved.
• Support annual CCE training and development plans.
• Support and lead the development of succession plans for all key CCE positions.
• Support in the development of a partnership approach with trade unions on CCE employee relations issues
• Ensure that corporate HR policy and procedures are adhered to within the CCE team.
