Job Description: The Chief Technology Officer (CTO) sets and leads the technology strategy that powers the next generation of government innovation. This is an opportunity to build technology capabilities, products, and platforms that remove barriers between innovative ideas and critical solutions that support our clients' missions. As Innovas grows, the CTO will advance the current internal technology environment while developing market changing external products, platforms, and capabilities that shape its future. The CTO provides executive leadership across enterprise applications, product development & engineering, artificial intelligence, cybersecurity & internal IT, infrastructure, data strategy, and systems integration. Working closely with executive leadership and business stakeholders, this role develops technology capabilities that improve organizational performance, accelerate product innovation, strengthen cybersecurity, and deliver secure, scalable solutions for government customers and employees. The CTO ensures technology investments align with business strategy, protects Controlled Unclassified Information (CUI), and positions the company for long-term growth. The successful candidate is an executive builder with a demonstrated ability to lead multiple technology disciplines and attract and develop exceptional talent. They bring strong business acumen and experience managing technology investments, budgets, and resources in support of strategic priorities and profitable growth. The ideal candidate leads with accountability and a willingness to roll up their sleeves to deliver results. Executive Technology Leadership and Strategy Develop and execute an enterprise-wide technology strategy that supports organizational growth, operational efficiency, and long-term scalability. Provide executive guidance on technology investments, modernization priorities, and digital transformation initiatives. Own technology budgeting, investment planning, and resource allocation, evaluating build, buy, partner, or acquire options through cost, ROI, capacity, risk, and long-term value analysis to determine the best use of company resources. Build, mentor, and oversee high-performing teams across all internal and external technology functions including enterprise applications, product development & engineering, artificial intelligence, cybersecurity & internal IT. Manage relationships with technology vendors, SaaS providers, MSPs, and system integrators, and support contract evaluation, renewal strategy, licensing optimization, and cost management. Work with executive team to strengthen cross-functional engagement and drive organization-wide adoption of technology and security practices. Provide coaching, development, and clear expectations to ensure operational excellence and professional growth. The CTO is accountable for building and leading the technology organization, establishing strong functional leadership, and ensuring the performance and success of the following teams and capabilities: Product Development & AI Strategy Partner with Product, Innovation, Growth, and business leaders to evaluate new product opportunities, determine technical feasibility and investment requirements, and move solutions from concept through deployment. Lead software engineering, overseeing technical architecture, application development, DevOps, QA and testing, and the release and production support lifecycle. Establish engineering standards, development practices, release management, documentation, and technology governance across all product lines. Define and execute the company’s AI strategy, identifying opportunities to embed AI into products, enterprise platforms, and internal operations. Establish the architecture, data, security, governance, and development standards required to deploy AI capabilities in government environments. Enterprise Systems, Infrastructure, & Data Governance Lead enterprise system implementations, including CRM, ERP/finance, CLM, member platforms, and program management systems. Establish enterprise standards for system architecture, resilience, performance, and service continuity. Oversee integration strategy using APIs, middleware, automation frameworks, and MDM principles to maintain a single source of truth. Partner with operations on change management, system sustainability, documentation, and operational performance across all major platforms. Build and maintain secure and scalable data environments, including an enterprise data lake, data warehouses, and reporting ecosystems. Define and enforce data governance standards covering taxonomy, metadata, lineage, retention, and quality. Ensure data architecture supports analytics, forecasting, reporting, and emerging AI-enabled capabilities. Cybersecurity, Compliance & Risk Management Lead the company’s cybersecurity program, including policy development, identity and access controls, vulnerability management, and continuous monitoring. Ensure compliance with federal frameworks, including NIST 800-171, CUI handling, DFARS requirements, CMMC readiness, and FedRAMP-aligned controls. Develop systems and processes to manage classified data as required. Own technology and cybersecurity risk management in alignment with federal and contractual requirements. Oversee incident response, audit preparation, third-party security evaluations, and remediation planning. Serve as the primary liaison with auditors, compliance consultants, and government technology representatives. Internal IT & Employee Support Lead internal IT operations and employee technology support, including help desk, service delivery, Microsoft 365 administration, cloud environments, network administration, and endpoint management. Oversee employee technology onboarding and offboarding, account provisioning, device deployment, access management, and IT ticket escalation. Establish service standards, SLAs, escalation procedures, and support processes that ensure responsive and reliable employee technology support. Own endpoint and device management, including configuration, security, patching, monitoring, and ongoing administration. Oversee IT asset management and the full asset lifecycle, including procurement, inventory, assignment, maintenance, replacement, recovery, and disposition. Ensure business continuity, disaster recovery readiness, infrastructure reliability, and long-term modernization of the employee technology environment. Qualifications: Must be a U.S. citizen with an ability to obtain security clearance. Education Requirements: Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field. Experience and Skills: 15+ years of progressive technology leadership, including experience as a CTO, CIO, or senior technology executive leading and scaling multidisciplinary technology organizations. Proven success building technology teams and capabilities through significant organizational growth, maintaining an entrepreneurial, hands-on approach while establishing the structure required to scale. Demonstrated ownership of enterprise technology strategy, budgets, investment priorities, workforce planning, and resource allocation. Proven expertise evaluating and executing build, buy, partner, or acquire strategies, including technology due diligence, M&A integration, and investment analysis. Strong business and financial acumen with the ability to connect technology investments and resource decisions to growth, profitability, customer value, and long-term enterprise value. Demonstrable success leading the development and commercialization of complex software products and platforms, with a strong understanding of software engineering, product development, AI/ML, technical architecture, and modern development practices. Proven ability to build and lead cross-functional technology organizations where engineering, product, business, security, and operations work together to move products and capabilities from concept through deployment. Demonstrable success leading distributed teams and developing strong functional leaders who can scale their organizations while maintaining accountability, speed, and execution. Proven expertise in advising executive leadership on technology strategy, emerging technologies, cybersecurity and enterprise risk, M&A, and major investment decisions. Experience operating in government or highly regulated environments, with responsibility for CUI, cybersecurity, compliance, and technology risk strongly preferred. Preferred Experience: Experience supporting CLM systems, CRM ecosystems (such as Salesforce), ERP/finance platforms, membership or subscription platforms, and low-code/no-code tools. Background working with DoD agencies, federal program offices, government contract service firms, or entities operating under Other Transaction Authority (OTA) environments. Familiarity with professional services or consulting environments serving U.S. Government clients. Advanced certifications such as PMP, ITIL, CISSP, CISM, or equivalent.
