Overview Please note that this position is contingent upon the successful award of a contract currently under bid. Nisga’a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics. Summary: The Civil Engineer (Geotechnical Specialty) serves as the senior geotechnical engineering authority responsible for evaluating site conditions, subsurface investigations, foundation recommendations, earthwork design, stormwater management, and site development for new Federal Bureau of Prisons (FBOP) facilities. The incumbent provides expert guidance throughout planning, design, construction, and long-term facility development while ensuring engineering solutions comply with applicable codes, standards, environmental requirements, and life-cycle performance objectives. Responsibilities Essential Job Functions: Conduct technical evaluations of proposed project sites to determine suitability for facility construction. Analyze subsurface conditions including soil characteristics, groundwater conditions, slope stability, settlement potential, and bearing capacity. Develop and review foundation recommendations based on geotechnical investigations. Coordinate site grading, earthwork, excavation, retaining structures, drainage systems, and stormwater management designs. Review geotechnical engineering reports and civil site designs prepared by consultant A/E firms. Ensure engineering designs comply with applicable codes, standards, and accepted geotechnical engineering practices. Coordinate utility distribution layouts including domestic water, fire protection, wastewater, lift stations, storm drainage, and related infrastructure. Determine appropriate utility systems including gravity and force main wastewater systems, elevated and ground storage water systems, and related civil infrastructure. Serve as the technical authority for complex geotechnical engineering issues affecting construction feasibility, long-term facility performance, and project costs. Develop engineering policies, standards, and design criteria governing site development and geotechnical engineering practices. Participate in Value Engineering (VE) workshops to improve site development strategies and reduce construction and operational costs. Review construction change orders, claims, and field conditions involving site development and geotechnical issues. Monitor construction activities to verify compliance with approved geotechnical recommendations and design requirements. Coordinate environmental studies, site investigations, and mitigation planning. Assist with procurement of utility service contracts and engineering consulting services. Develop construction cost estimates and analyze project costs related to earthwork, foundations, utilities, and site improvements. Qualifications Necessary Skills and Knowledge: Knowledge and mastery of advanced principles and practices of civil engineering and the related architectural and other engineering disciplines (structural, mechanical and electrical) and of construction methods and techniques that enables the employee to guide and lead the development and maintenance of technical civil engineering guidelines, standards and design criteria to support the overall program for development of complex institutional projects with a wide range of building types and construction methods, numerous participants, complex social and environmental issues, and involving unusual and difficult problems. Extensive knowledge of planning and engineering issues to the extent the employee can make design decisions related to these areas. Willingness to work with others as part of a team. Knowledge of site and building materials, site and building utility systems, and construction and installation techniques and of methods specifying their selection and use. Knowledge and skill in the reading and interpretation of construction documents, architectural and engineering drawings and technical specifications, and construction projects estimates. Knowledge of Federal and agency regulations and the policies related to environmental concerns and the preparation of environmental impact statements and including those related to wetlands, endangered species, historical and archaeological preservation, and hazardous or toxic materials. Knowledge of and familiarity with the application of building codes and fire and life safety codes to the design of buildings. Skill in drawing and technical drafting (computer aided drafting and freehand) in the production of working drawings and technical specifications. Skill in written and verbal communication and in organizing reports and correspondence. Skill in meeting with others and eliciting information. Skill in organizing and conducting conferences, meetings and contract negotiations. Knowledge and analytical skills to prepare analyses and recommendations related to planning and operational issues and to complex engineering issues. Skill in working with computers, including word processing, project management and scheduling programs; and skill in developing and analyzing complex integrated spreadsheets. Minimum Qualifications: Minimum of 10 years of progressively responsible geotechnical engineering experience. Experience performing site evaluations and reviewing geotechnical reports for large commercial, institutional, industrial, or federal projects. Must be able to obtain and maintain DOJ/BOP suitability and facility access. Work Environment and Travel: Primarily remote work. Occasional travel may be required to DOJ/BOP sites and/or meetings. May require participation in virtual design reviews and time-sensitive technical comment cycles. Preferred Qualifications: Knowledge of environmental permitting and site mitigation planning. Experience with Value Engineering methodologies. Familiarity with life-cycle cost analysis and sustainable site development principles.
