Role Purpose The Client Site Construction Representative is NOA's site representative and the primary point of contact on behalf of NOA for all site-related matters. The role is directly responsible for monitoring, measuring and controlling the EPC Contractor's performance on site, to ensure that Wind, Solar and BESS construction is delivered on time, within budget, and in accordance with the contract requirements, scope of work, quality standards, and Health, Safety and Environmental requirements. Key Accountabilities & Associated Activities Project schedule management Reviews and analyses the EPC Contractor's project schedule using daily diaries, weekly site progress reports and site inspections to verify actual progress against baseline. Identifies and scrutinises critical path items with the EPC Contractor, drives solutions to prevent or minimise project delays, and identifies schedule optimisation opportunities. Holds the EPC Contractor to account for recovery planning where slippage occurs, and escalates unresolved schedule risk to the Project Manager and Steering Committee. Quality management Reviews the EPC Contractor's project quality plans to confirm alignment with international quality standards and the EPC and O&M Contract requirements. Monitors and enforces implementation of the Contractor's quality plan on site. Conducts site quality inspections and co-ordinates inspections between the Owner's Engineer, EPC Contractor and NOA. Reviews executed quality inspection sheets for payment milestones, mechanical completion and taking-over purposes during construction. Manages site quality audit action items to ensure potential risks are closed out. Health, Safety and Environmental (HSE) management Acts as NOA's site representative for HSE compliance, working with the NOA SHE team to ensure the EPC Contractor executes construction activities in accordance with the approved HSE Management Plan and relevant legislation. Monitors site HSE performance and escalates non-compliance directly to the EPC Contractor and NOA management. Cost management Verifies that EPC Contractor payment milestone requirements have been achieved in accordance with the EPC Contract before recommending payment to the Project Manager. Assesses Contractor claims and variations on site, and prepares recommendations for the Project Manager and approval bodies where additional spend is applicable. Contract management Supports NOA Contract Management Team in drafting and issuance of contractual notices and communications on site, liaising with Contracts Management team to make sure that all required notices are issued on time and with content that correctly addresses the issue at stake in accordance with the contract terms. Acts as NOA's first point of contact on site for contractual matters, escalating and coordinating with the contract management team on disputes and arbitration matters. Procurement Monitor procurement activities with contractors and third-party consultants during construction, working with the contracting team on formal procurement processes. Coordinates NOA site procurement. Site management Serves as NOA's site representative and the main point of contact for the EPC Contractor, Owner's Engineer and other site stakeholders. Conducts and records daily, weekly and monthly progress meetings with the Contractor to ensure the project remains on schedule and quality requirements are met. Monitors all on-site construction activity for compliance with statutory regulations, permit conditions and land lease agreements. Reports non-conformances and deviations from approved design, and drives corrective action to mitigate risk and ensure design compliance. Manages and mitigates site risks to ensure the project is delivered on time and within budget. Reporting Reviews EPC Contractor, consultant and company reports for accuracy and completeness before submission. Support with compiling and preparing SteerCo, lenders, project company board, and Eskom monthly reports on behalf of the NOA Construction team. Construction team management Supports the Head of Construction in identifying and recruiting site construction team resources. Manages the NOA site construction team day to day activities, setting clear objectives and deliverables. Takes the lead role on site for all EPC contractual matters relating to construction. Risk management Leads identification, evaluation and prioritisation of construction risk on site, in accordance with probability and impact across health, safety, monetary, time, quality and environmental dimensions. Communicates construction risk to project stakeholders at the earliest opportunity, enabling the project team to manage risk effectively before impact and probability escalate. Relationship building Develops and maintains trusted relationships with the NOA Construction team and NOA management. Develops and maintains professional relationships with relevant external stakeholders (e.g. Eskom, contractors and landowners). Stakeholder engagement Internal Communication: Project SteerCo, Project Construction Team, ESG Project team, Finance Team, All levels of staff (during Financial Close) External Communication: EPC Contractor, Eskom, Land Owners, Owner's Engineer, Lenders' Technical Advisors, Suppliers Role Requirements Qualifications B Degree / B Tech or equivalent qualification in Construction Management or Engineering Project Management qualification Health and Safety qualification Professional registration with SACPCMP as a Construction Project Manager (Pr. CPM), or actively working towards registration, is required and/or PMP Certification Experience 5–10 years' experience in renewable energy construction 2–5 years' experience in a renewable energy construction management role, including direct EPC Contractor oversight Demonstrated experience acting as an Employer's/Owner's representative on site is advantageous Why join NOA?
