The Clinical Program Manager operationalizes PAA's clinical programs across health plan and healthcare partners. Working within the Clinical Programs function, this role converts clinical strategy into executable workflows, coordinates implementation and adoption, monitors program performance, and ensures clinical action items move to completion.
Program implementation and operations
• Translate clinical program strategy into implementation plans, operating procedures, decision points, and accountable workstreams.
• Coordinate clinical readiness, workflow design, education, launch activities, and post-launch stabilization across assigned programs.
• Maintain program plans, action logs, risks, decisions, dependencies, and performance reporting.
• Provide day-to-day clinical program management for assigned payer and healthcare organization programs.
Clinical workflow adoption
• Develop and execute clinical adoption plans in partnership with clinical leadership, client-facing teams, Product, Operations, and client clinical leaders.
• Monitor whether clinicians' access and use clinical intelligence at the intended points in their workflows.
• Track appropriate adherence, clinician agreement and disagreement, override reasons, completion of required steps, education needs, and workflow variation.
• Identify barriers to adoption and coordinate appropriate interventions, including workflow redesign, education, role clarification, and product enhancements.
Performance and improvement
• Develop recurring program reporting that connects adoption, operational performance, clinical measures, and client priorities.
• Analyze performance trends and provide clear recommendations for program improvement.
• Coordinate responses to implementation issues, workflow gaps, client feedback, and performance concerns.
• Escalate potential quality or safety concerns through the appropriate clinical governance and quality processes.
Client and cross-functional partnership
• Serve as a day-to-day clinical program partner for assigned clients.
• Translate clinician and client feedback into structured clinical, operational, and product requirements.
• Collaborate with Product and technical teams on workflow needs, clinical requirements, and usability.
• Communicate progress, risks, decisions, and performance clearly to clinical, operational, product, client, and executive stakeholders.
How you will partner
• Lead clinical program execution, workflow adoption, and routine program coordination.
• Partner with client-facing teams that retain ownership of commercial commitments and overall account health.
• Translate clinical and workflow needs for Product and technical teams, which retain ownership of the product roadmap and delivery.
• Partner with clinical governance and quality resources responsible for independent validation and assurance while preserving licensed clinicians' authority to make final clinical determinations.
• Bachelor's degree in nursing, occupational therapy, physical therapy, healthcare administration, public health, informatics, or a related field.
• Active clinical license strongly preferred. Candidates with substantial clinical program, payer, or healthcare technology experience may also be considered.
• Five or more years of healthcare experience, including at least three years in clinical program implementation, utilization management, health plan operations, healthcare technology, or a related setting.
• Working knowledge of payer and provider workflows, clinical documentation, and implementation within regulated healthcare environments.
• Demonstrated ability to manage multiple workstreams, stakeholders, risks, and deadlines independently.
• Strong analytical, written, presentation, and executive communication skills, with the ability to translate program findings into practical recommendations.
Preferred qualifications
• Experience with Medicare Advantage, skilled nursing, Home Health, post-acute care, prior authorization, continued-stay review, or delegated utilization management.
• Experience implementing clinical decision support, automation, clinical intelligence, or AI-enabled healthcare workflows.
• Experience developing adoption measures, performance dashboards, workflow reporting, or clinical improvement plans.
• Master's degree in healthcare administration, business, public health, nursing, informatics, or a related field.
• Project management, process improvement, or change management training or certification.
Physical requirements
The position is primarily sedentary and performed at a workstation. It requires the ability to operate standard office equipment, communicate clearly by phone and video, review clinical documentation on screen for extended periods, and travel occasionally by air or car. Work location and eligibility
This role is remote within the United States. PAA is a distributed team that maintains core collaboration hours and periodic in-person meetings, offsites, and client engagements. Some travel to client sites, industry meetings, and team gatherings is expected.
