Senior COBOL Developer / Technical Team Lead – Visual COBOL & Oracle SQL

Location: Columbia, South Carolina

Work Arrangement: Hybrid

Contract Duration: 12 months, with possible extension

Client: South Carolina Department of Motor Vehicles (SCDMV)

Position Overview

Computer Consultants International (CCI) is seeking a Senior COBOL Developer / Technical Team Lead to support the maintenance, enhancement, and production support of SCDMV's core Phoenix driver and vehicle business systems.

This role combines hands-on COBOL development with technical leadership, business requirements analysis, testing, deployment, and production support. The successful candidate will work closely with business units, technical staff, and management to maintain mission-critical applications.

Key Responsibilities

  • Analyze existing COBOL applications and assigned tickets to determine required enhancements and system modifications.
  • Lead technical analysis and recommend solutions for application issues and development projects.
  • Work with business units to gather requirements and prepare business and technical specifications.
  • Obtain business approval of specifications and ensure delivered solutions meet documented requirements.
  • Develop, code, test, and deploy application changes in a Windows-based client-server environment.
  • Provide Level 3 production support for the Phoenix system.
  • Coordinate with impacted users and stakeholders to validate solutions and resolve issues.
  • Provide daily and weekly status updates to the development manager and business analysts.
  • Mentor and guide technical team members and help plan, coordinate, and review development work.

Required Qualifications

  • 6+ years of experience with Visual COBOL and/or Micro Focus COBOL.
  • Working knowledge of Visual COBOL V9.
  • 10+ years developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
  • 10+ years coding and testing complex COBOL business systems using Oracle SQL in a Windows client-server environment.
  • 10+ years of experience in systems analysis, design, coding, testing, debugging, and implementation.
  • 5+ years leading a technical software development team in planning and deployment.
  • 5+ years providing Level 3 production support.
  • 5+ years working directly with business units to develop and review business and technical specifications.
  • Strong communication, problem-solving, and independent working skills.

Preferred Qualifications

  • Oracle 19 or later SQL experience.
  • Familiarity with Microsoft Visual Studio .NET / C#.
  • Experience in a government IT environment.
  • Bachelor's degree in Computer Science or a closely related discipline.
  • Visual COBOL technical certifications.
  • Experience mentoring and guiding technical colleagues.

Work Location and Requirements

This is a hybrid position based in Columbia, South Carolina. Candidates must currently reside in South Carolina, North Carolina, or Georgia, or be willing to relocate at their own expense before starting and meet the required hybrid work schedule.

A strong onsite presence is preferred during training. After training, up to two remote days per week may be discussed with the hiring manager.

Two rounds of virtual interviews are expected. South Carolina fingerprinting must be completed at least five business days before the scheduled start date. The client will sponsor the required CJIS information security certification.
