Commercial Project Manager

Beicio Cymru is looking for an outstanding, commercially minded Commercial Project Manager to lead the next phase of Learn to Ride Wales (LTRW) – our flagship national programme with the ambition of giving every child in Wales the confidence, competence and freedom to ride a bike by the time they leave primary school.

We’re looking for an experienced project and commercial professional who can help take the programme from pilot to national rollout – building the franchise network that will enable delivery to scale across Wales and securing the commercial partnerships that will help make the programme sustainable for years to come.

About The Role

The Commercial Project Manager will take ownership of Learn to Ride Wales as it moves from its current development and pilot phase towards national rollout.

Working closely with the Chief Executive Officer, you’ll oversee the development and delivery of the programme, manage external delivery partners and help turn the programme’s emerging brand and commercial model into a sustainable national offer.

A key part of the role will be developing the LTRW franchise model and securing regional partners across Wales, alongside personally identifying, securing and managing significant commercial partnerships.

With national rollout planned for summer/autumn 2027, this is an opportunity for someone who can bring pace, commercial thinking and strong project leadership to a complex, multi-partner programme.

What We're Looking For

The successful candidate will have:

• Significant experience in project or programme management and/or product development, ideally within sport, commercial partnerships, franchising or a comparable environment
• A demonstrable track record of securing and managing commercial sponsorship or partnership deals of meaningful value
• Strong financial and budget management skills, with experience reporting to senior leadership and/or Board-level stakeholders
• Excellent relationship management and negotiation skills
• The confidence to represent Beicio Cymru with major corporate, government and sector stakeholders
• Experience managing multiple external partners and holding them accountable for delivery, pace and quality
• The ability to work independently, manage competing priorities and deliver in a commercially focused environment

Experience of franchise, licensing or multi-site delivery models would be desirable, as would an understanding of cycling, sport development or working within a National Governing Body. Existing relationships with corporate sponsors, Welsh Government or Sport Wales would also be welcomed.

Role Details

• Position: Commercial Project Manager – Learn to Ride Wales
• Contract: Permanent, full-time
• Salary: £40,000–£50,000 per annum, dependent on experience
• Location: Hybrid – home based, with a base at Geraint Thomas National Velodrome of Wales, Newport
• Travel: Regular travel across Wales and occasional UK travel
• Reports to: Chief Executive Officer

Learn to Ride Wales

Around 30–40% of primary-age children in Wales can’t ride a bike confidently. Learn to Ride Wales has been created to help close that gap and create a sustainable national model for learn-to-ride provision.

With the 2027 Tour de France Grand Départ putting cycling in Wales in the global spotlight, there is a unique opportunity to raise the profile of cycling and create lasting change for children and communities across Wales.

The ambition is that, by 2030, cycling will be a universal skill for life in Wales, with every child leaving primary school having had the opportunity to progress through an LTRW pathway.

As Commercial Project Manager, you’ll play a key role in helping turn that ambition into a scalable, sustainable national programme.
