Position Summary: The Community Health Access Manager oversees and coordinates multiple regional access programs, including the Washington Health Benefit Exchange Navigation program, the Southeast Washington WA Cares Assister initiative in collaboration with the Client Services & Access Navigator. This role ensures integrated service delivery across enrollment assistance, community outreach, HUB referrals, partner engagement, and program compliance.

The Manager provides strategic oversight and technical guidance to both Navigators and partner organizations, ensuring clients receive equitable, culturally responsive, and seamless support in accessing health coverage, long‑term care benefits, and community resources. In partnership with the Client Services & Access Navigator, this position strengthens system navigation by coordinating client-centered referral pathways, supporting insurance navigation activities, and ensuring timely, effective follow‑up on HUB referrals and community access needs.

The Manager leads planning, implementation, reporting, and performance management across all access programs to ensure residents throughout the Greater Health Now region receive high‑quality, integrated support accessing public programs, private insurance options, and social services.

This position manages program goals and objectives related to planning, scheduling, monitoring progress, reporting, and meeting contractual and regulatory expectations.

Essential Job Functions

Program Leadership & Oversight

  • Lead implementation of the Washington Health Benefit Exchange Navigation program and the Southeast Washington WA Cares Assister program, ensuring seamless coordination across both program areas.
  • Oversee operations of enrollment assistance via GHN Enrollment Center and HealthPlanFinder for Apple Health, QHPs, QDPs, and WA Cares long‑term care program support.
  • Ensure all contract key performance indicators (KPIs) are met, including training, reporting, certification, cooperative agreements, and system-level readiness.
  • Develop, assign, and maintain aims, milestones, and tasks within GHN project management systems.
  • Build and manage the annual work plan and performance targets, including monthly deliverables and budget requirements.

Team Supervision & Staff Development

  • Recruit, train, supervise, and coach the WAHBE Navigator workforce and WA Cares Assister team.
  • Set performance goals, provide ongoing feedback, and ensure productivity aligned with GHN’s mission and values.
  • Facilitate cross-departmental collaboration to maximize team capacity and strengths.

Community Outreach & Engagement

  • Plan and coordinate community events, outreach opportunities, and partner convenings across the GHN region.
  • Maintain strong relationships with regional partners to support program visibility, trust, and satisfaction.
  • Track community partner and interdepartmental satisfaction throughout the program life cycle.

Client Support & Technical Expertise

  • Serve as an advanced point-of-contact for complex technical questions related to HealthPlanFinder, Apple Health eligibility, QHP enrollment, appeals, and WA Cares program rules.
  • Assist clients with complaints or questions about their health or long‑term care coverage determinations.
  • Develop processes to manage and review sensitive documents, including financial, identity, and contract materials.

Program Quality, Compliance & Reporting

  • Conduct consistent quality checks of program deliverables and address emerging challenges.
  • Ensure data accuracy, reporting integrity, and timely submission of required documentation.
  • Coordinate with internal departments—Finance, Communications, HR, and Operations—to maintain compliance and workflow alignment.

Qualifications & Requirements

Education

  • High school diploma or GED, required
  • Bachelor’s degree or equivalent experience preferred



Experience

  • 2–4 years in project management or program development
  • 4+ years as an insurance navigator or assister with ACA, WAHBE, and HealthPlanFinder expertise
  • 3+ years of leadership and management experience



Knowledge, Skills, and Abilities

data for reporting, and data visualization.
