The Company is an applicant for Hong Kong Money Service Operator (MSO) that provides remittance and money-changing services to customers. The company is backed by a considerable and loyal client base and they are expanding their operations in Hong Kong. The Company is in the process of setting up an MSO in Hong Kong.


The company is recruiting a Compliance Officer to help them build a world-class AML/CFT program that would support their growth plans in Hong Kong. The ideal candidate should have a solid understanding of e-commerce, processing, acquiring business, and the associated risks. Experience in the field of AML/CFT, deep knowledge of relevant legislation in Hong Kong, and a track record of implementing Hong Kong Customs


Expectations


  • Part-time position supporting flexible remote work, with availability to attend the Hong Kong office or designated locations when required (e.g., C&ED interviews, audits, or key meetings).
  • Serve as the primary compliance liaison between the company and regulatory bodies (especially Hong Kong C&ED). Act as the designated Compliance Officer / MLRO, reporting directly to Senior Management or the Board of Directors.
  • Long-term residence in Hong Kong with legal employment authorization in Hong Kong, ensuring compliance with C&ED requirements for local residency and appointment of compliance officers.
  • Participate in and support the entire process of Hong Kong MSO license applications, renewals, and related statutory procedures, including preparing application materials, coordinating regulatory communications, and assisting with C&ED audits.
  • Collaborate with Risk, Legal, and Operations departments to design, set standards for, and supervise the execution of an efficient AML/CFT operational compliance framework (day-to-day execution to be handled by relevant business units).
  • Track the latest regulatory developments in Hong Kong in a timely manner (including Cap. 615 Anti-Money Laundering and Counter-Terrorist Financing Ordinance, C&ED guidelines, and circulars), assess their impact, and provide professional advice to the company.


Requirements


  • Authorized to work legally and reside in Hong Kong long-term.
  • Comfortable with a part-time work model
  • No criminal record, sound financial standing, good professional conduct, and meets the 'Fit and Proper' criteria specified by Hong Kong C&ED.
  • Bachelor’s degree or above in Finance, Law, Business, Accounting, or related disciplines.
  • At least 3 to 5 years of professional experience in payments, banking, financial services, fintech, or AML compliance; background at a management or supervisory level.
  • Proficient in risk management, Customer Due Diligence (CDD/EDD), transaction monitoring, compliance reviews, and regulatory reporting procedures.
  • Deep understanding of Hong Kong AML/CFT regulatory requirements (e.g., Cap. 615 AMLO and C&ED guidelines) and familiarity with MSO business operating models.
  • Willing and able to accept company nomination to take and pass the 'Competence Assessment for Compliance Officer / MLRO' mandated by Hong Kong C&ED.
  • Practical experience in preparing, reviewing, and submitting Suspicious Transaction Reports (STR) to the Joint Financial Intelligence Unit (JFIU) of Hong Kong.
  • Globally recognized AML certifications preferred, such as ACAMS (CAMS), HKIB (CAMLP), or ICA certifications.
  • Excellent written and spoken skills in English and Chinese (Cantonese / Mandarin), with the ability to communicate smoothly with C&ED officers, executives, and internal teams.


Duties


  • Oversee and maintain company compliance with Hong Kong Cap. 615 AMLO, C&ED guidelines, and circulars at the policy and framework level; draft and update Institutional Risk Assessments (IRA) and AML/CFT manuals.
  • Lead or assist in the full lifecycle of MSO license applications/renewals, prepare application materials, answer C&ED inquiries, attend C&ED interviews, and complete the CO Competence Assessment.
  • Establish standards and processes for transaction monitoring, sanctions screening, and alert escalation; guide the compliance team on alert handling and proper record-keeping (hands-on handling of daily alerts is not required).
  • Review and approve Suspicious Transaction Reports drafted by the compliance team and submit them to the JFIU; properly handle and respond to inquiries from C&ED, JFIU, and other regulatory authorities.
  • Provide professional compliance advisory and guidance to Risk, Legal, and Operations teams to ensure daily operational workflows align with compliance standards.
  • Periodically organize company-wide AML/CFT compliance training, assist in conducting regular independent compliance reviews, and report monthly compliance updates to management.
