Summary
Join a consulting organization supporting complex public and private projects across infrastructure, transportation, aviation, construction, higher education, and other major programs. This role is central to keeping DBE, HUB, SBE, MBE/WBE, and other small business programs compliant, documented, and audit-ready.
The Compliance Officer monitors contractor commitments, identifies compliance problems before they escalate, investigates findings, and drives corrective action through resolution. You’ll also interpret program requirements, evaluate Good Faith Efforts, analyze participation data, and work directly with agencies, Prime Contractors, subcontractors, and project teams. This is an excellent fit for an experienced compliance professional who can combine hands-on program monitoring, sound regulatory judgment, and proactive problem-solving.
Schedule: Hybrid; minimum 3 days/week onsite in Aurora, CO, with weekly or bi-weekly local project-site travel and occasional evening/weekend stakeholder events.
What You'll Be Doing
- Administer DBE, HUB, SBE, MBE/WBE, ACDBE, and related small business compliance programs.
- Monitor contractor commitments, utilization, participation goals, payments, and program requirements.
- Proactively identify compliance risks, investigate findings, and implement corrective actions.
- Review contracts, bid documents, and subcontracts for compliance obligations.
- Evaluate and document Good Faith Efforts, substitutions, terminations, and goal modifications.
- Verify Commercially Useful Function (CUF), subcontractor scope, prompt payment, and retainage compliance.
- Interpret 49 CFR Parts 26 and 23 and applicable state/local program requirements.
- Develop program procedures, SOPs, goal methodologies, and audit-ready documentation.
- Analyze utilization and payment data to identify compliance gaps and underperformance.
- Produce monthly, quarterly, and annual compliance reports and client presentations.
- Maintain compliance records and reporting through B2Gnow, SharePoint, and project systems.
- Support certified payroll and prevailing wage compliance when applicable.
- Represent clients at compliance reviews, pre-bid meetings, outreach events, and stakeholder forums.
- Support small business mentorship, technical assistance, and capacity-building programs.
What You'll Need
- 5+ years of compliance, contract administration, audit, public administration, finance/accounting, construction, public works, or related analytical experience.
- Experience monitoring HUB, DBE, SBE, MBE/WBE, or comparable small business compliance programs and guidelines.
- Proven experience proactively identifying compliance issues and taking appropriate investigative or corrective action.
- Demonstrated knowledge of USDOT DBE requirements under 49 CFR Part 26 and working knowledge of 49 CFR Part 23/ACDBE.
- Experience reviewing contractor compliance, documenting findings, and maintaining defensible, audit-ready records.
- Experience with B2Gnow or comparable compliance/reporting systems; B2Gnow preferred.
- Advanced Excel skills for extracting, reconciling, validating, and analyzing compliance data.
- Davis-Bacon/prevailing wage and certified payroll experience preferred.
- Bachelor's degree preferred; equivalent relevant experience considered.
- ACCA Certified Compliance Administrator (CCA) preferred; equivalent applied experience with willingness to pursue certification considered.
- Ability to work onsite in Aurora, CO at least 3 days/week and travel locally to project sites weekly or bi-weekly.
