Help us build the future—and lead the growth of our municipal construction services practice.

Our global network is made up of architects, designers, planners, engineers, and environmental scientists all working toward the same goal: delivering sustainable outcomes for communities. Join a collaborative, technically strong organization where you will be empowered to build teams, grow client relationships, and deliver impactful municipal infrastructure.

Who are we looking for?

The Construction Management Delivery and Market Lead will work across Transportation, Water, Buildings, and Construction Phase Services leadership to establish and execute a focused growth plan for Northern California. The position will cultivate trusted relationships with public agencies, teaming partners, contractors, and industry organizations; identify and capture priority opportunities; and provide senior oversight for construction management, program management, project management, resident engineering, and owner-advisory assignments.

The role is intentionally practice-flexible. It will connect client needs with GHD capabilities across multiple infrastructure sectors while strengthening a high-performing regional team through recruiting, mentoring, resource planning, and collaboration across business groups and geographies. The successful candidate will bring an owner-focused perspective, practical construction judgment, broad multidisciplinary experience, and the ability to move effectively between market development and hands-on delivery leadership.

Our Hybrid Work Model: Be part of the dynamic culture! Our workplace thrives on a hybrid model, combining in-office collaboration and flexibility. Join us in the office three days a week to contribute, connect and excel in our vibrant environment.

Responsibilities include:

Strategy and Business Planning

  • Develop and maintain an annual business plan for Northern California construction management and program management services across priority public infrastructure markets.

  • Define priority clients, target sectors, pursuits, pipeline objectives, visibility activities, relationship plans, and measurable business development indicators.

  • Monitor agency capital programs, procurement activity, funding priorities, market trends, and competitor and teaming dynamics across transportation, facilities, water, utilities, and related markets.

  • Provide a forward-looking view of staffing, recruiting, training, geographic coverage, and technical capabilities needed to support sustainable growth.

  • Adjust sector emphasis based on client demand, available delivery talent, strategic fit, and near-term opportunity potential.

Winning Work and Client Development

  • Build and sustain executive-level and working relationships with transit and transportation agencies, airports, municipalities, utilities, educational institutions, and other public owners.

  • Leverage an established network of consulting firms, contractors, specialty partners, and small businesses to assemble effective pursuit and delivery teams.

  • Lead capture planning for priority pursuits, including client positioning, partner strategy, win themes, staffing, scope, pricing input, and interview preparation.

  • Guide responses to requests for qualifications and proposals using disciplined opportunity tracking and reusable marketing content.

  • Represent GHD through industry associations, conferences, civic engagement, and other market-facing activities that strengthen visibility and relationships.

  • Collaborate across GHD to offer integrated construction management, program management, engineering, environmental, architecture, utilities, permitting, risk, asset management, and advisory solutions.

Project and Contract Delivery

  • Serve in a senior project leadership, program management, construction management, resident engineering, project management, or client advisory role based on assignment needs.

  • Provide oversight of contract administration, schedule, cost, change management, quality, safety coordination, submittals, requests for information, progress payments, closeout, commissioning, and turnover.

  • Coordinate effectively among owners, designers, contractors, operators, maintainers, utilities, permitting agencies, facility users, and other stakeholders.

  • Apply practical experience across civil and structural work, transportation systems, stations, maintenance facilities, airports, municipal buildings, water and wastewater systems, utilities, mechanical and electrical systems, telecommunications, and roadway interfaces.

  • Promote consistent project management practices, contract compliance, quality management, risk identification, documentation, and timely decision-making.

  • Identify follow-on assignments and amendments by understanding client needs and maintaining strong delivery performance.

Operations and Commercial Management

  • Support operational planning, project financial performance, forecasting, workload management, and resource allocation across participating practices.

  • Coordinate with business group, operations, and finance leaders to monitor agreed performance measures and address variances.

  • Review scopes, budgets, staffing plans, delivery approaches, and commercial terms within applicable governance and delegated authority.

  • Identify and mitigate delivery, contractual, commercial, staffing, safety, quality, and client risks.

  • Balance market development responsibilities with targeted billable project and program leadership.

  • Promote work sharing so the strongest available resources are deployed across sectors, offices, and geographies.

People Leadership and Collaboration

  • Recruit, retain, lead, and mentor construction management, program management, project management, and inspection professionals, including staff embedded in client offices and project sites.

  • Create an inclusive, accountable, and collaborative team culture focused on safety, integrity, respect, teamwork, and client service.

  • Coach staff in client engagement, contract administration, construction management, proposal development, multidisciplinary coordination, and career growth.

  • Build succession and leadership depth while supporting work sharing across offices, business groups, and global technical networks.

  • Actively participate in regional leadership and service-line forums and contribute to broader infrastructure growth initiatives.

Education:

  • Bachelor's degree in civil engineering or a related discipline.

Qualifications and Experience
