The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.). D&C seeks to hire a self-motivated and ambitious candidate to assist in the development, delivery, and enhancement of New York City's pavement markings network. This is an opportunity for an experienced and motivated transportation professional to improve roadway safety, support the City's Vision Zero initiative, and help advance critical street improvement projects throughout the five boroughs. The selected candidate will work closely with the pavement markings Project Management team, Asset Management team, Borough Lead Inspectors, and the Office of Street Improvement Projects to support the planning, coordination, and implementation of roadway safety markings and related assets. The candidate will assist in managing contractor installations to maintain markings in a state of good repair while supporting the successful delivery of Street Improvement Projects and other agency initiatives. The successful candidate will be responsible for managing complex pavement markings projects and coordinating all categories of roadway markings, including refurbishments, markings after resurfacing, Street Improvement Projects, and in-house pavement markings associated with new signal installations, stop sign installations, and speed hump projects. Working directly with the Chief of Construction and other senior staff, the candidate will assist in developing and improving operational processes, establishing quality control measures, monitoring contractor performance, and identifying opportunities to increase efficiency and productivity. The candidate will coordinate workflows with roadway resurfacing operations, attend project coordination meetings, and work with Borough Commissioners' Offices, agency management, planning units, contractors, and field personnel to facilitate the timely delivery of projects. The successful individual will serve as a key liaison among stakeholders, provide recommendations regarding project implementation and corrective actions, monitor contractor production and compliance, and maintain project records and performance data within agency databases and management systems. The candidate will assist in managing pavement markings contracts supporting approximately $40 million in annual roadway markings work. Responsibilities include ensuring work assignments are aligned with contract requirements, prioritizing work orders to maximize contractor capacity, monitoring project schedules and production targets, and supporting the achievement of Key Performance Indicators for the pavement markings program. The successful candidate should possess strong project management, organizational, and communication skills and be capable of working collaboratively with multidisciplinary teams. The candidate should be process-oriented, committed to continuous improvement, and capable of developing constructive working relationships with operational units, contractors, and agency stakeholders. Experience in planning and implementing Street Improvement Projects, managing transportation construction projects, and coordinating with field operations personnel is highly desirable. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or 2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or 3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or 4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience. Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project. Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment. 5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above. 6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
