The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.). D&C seeks to hire a self-motivated and ambitious Lead Project Engineer to create safer streets through the development and enhancement of pedestrian facilities and plazas, cycling networks, and transit networks, which aim to reduce preventable injuries and deaths using various design measures such as motor vehicle traffic calming and road diets. The selected candidate will report to the Borough Director of Design and develop Street Improvement Projects (SIPs) with a focus on cycling and micromobility facilities. Key responsibilities will include reviewing SIP proposals, coordinating project timelines, developing complex street designs using AutoCAD and/or Civil 3D design software, and collaborating with project stakeholders to advance projects from concept development through design and implementation. Additional responsibilities include conducting reviews of complex Capital Street design proposals and plans, leading design meetings, and presenting recommendations to project stakeholders. The candidate may be required to act as the Agency Response Tracking System (ARTS) and 311 coordinators for the Borough, managing the evaluation and response of cycling and micromobility-related requests, including communications with the Borough Commissioner and other stakeholders. Furthermore, the candidate may be required to have oversight of the borough markings after pavement resurfacing locations, including assignment, prioritization, and resource allocation to ensure timely installation of markings. The selected candidate will be expected to work collaboratively and inclusively, seeking to cultivate continued professional development, foster a strong team, clearly and effectively communicate both verbally and through written policies, reports, and correspondence with all stakeholders. The selected candidate must be proficient in AutoCAD for plan development; experience with Civil 3D is preferred. The successful candidate will be responsible for complying with all agency safety policies and procedures, contributing to a safe work environment, and ensuring that required safety equipment and personal protective gear are always used appropriately. Preferred Skills: Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions. This license must be maintained throughout duration of employment in this position. Familiarity with street design standards and guidance from FHWA, MUTCD, NYCDOT, AASHTO, NACTO, and NYSDOT. Knowledge of innovative street design techniques. Familiarity with GIS, AutoCAD, and Microsoft Office Suite. Proactive and collaborative work style; Strong organizational, communication, administrative, writing, and presentation skills; Strong time management skills with the ability to prioritize responsibilities effectively in a fast-paced environment; and easily adaptable to changing technologies. CIVIL ENGINEER - 20215 (1) Four (4) years of full-time, satisfactory experience in civil engineering work; and (2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment. A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above. Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
