BACKGROUND:

WFP Indonesia and WFP Timor-Leste require specialized technical expertise to support a range of initiatives related to supply chain strengthening, food systems, capacity development, and emergency preparedness. Given the evolving nature of these priorities and the need for periodic, high-level technical input rather than continuous operational support, the Country Offices seek the engagement of a When-Actually-Employed (WAE) consultant who can provide flexible advisory and technical assistance across both contexts.

The consultant will support the design and strengthening of national systems, facilitate knowledge transfer and capacity development efforts, and provide expert guidance to inform programme implementation, learning, and preparedness activities in line with country-specific priorities.

During the consultancy period, additional support to other Country Offices in the Asia-Pacific region may be requested on a demand-driven basis, subject to separate funding arrangements and confirmation of consultancy availability.

REPORTING LINES AND SUPERVISION:

The consultant will be administratively managed by the Head of Supply Chain, WFP Timor-Leste Country Office. For technical oversight and day-to-day coordination, the consultant will work closely with the designated focal points in each Country Office.

In Indonesia, the consultant will report functionally to the Head of Activity 2 (designated Supply Chain Focal Point) and operate under the overall guidance of the Deputy Country Director.

In Timor-Leste, technical guidance will be provided by the Head of Supply Chain. The consultant will be accountable for delivering agreed outputs and providing timely technical and advisory support in accordance with the priorities and requirements of both Country Offices.

KEY ACCOUNTABILITIES:

Indonesia Country Office (Estimated number of working days: 25 Days)

A. Strategic Positioning of WFP's Supply Chain Offer to Government (focus)

Objective: Support WFP Indonesia in defining a realistic, prioritized and coherent supply chain support offer for MBG and related systems-strengthening agendas.

Key tasks:

  • Facilitate strategic discussions with CO management and technical teams on WFP's comparative advantage in supply chain for MBG.
  • Review existing technical support offer and consolidate thinking across MBG, rice fortification, supply chain optimization, vendor development, food quality and safety, logistics, and other relevant workstreams.
  • Support engagement with government to help distinguish between:
    • what Government is asking for as technical assistance support;
    • what WFP Indonesia can realistically provide within available resources;
    • what should be readjusted, deprioritized or declined.
  • Support development of a phased and prioritized engagement approach aligned with available resources and funding.
  • Provide periodic strategic advice as Government priorities and requests evolve.

Expected output

  • A concise Supply Chain Engagement White Paper and management pitch deck outlining:
    • WFP's comparative advantage.
    • Priority engagement areas.
    • Activities to pursue, defer or decline.
    • Resource implications.
    • Recommended engagement roadmap.

B. Supply Chain Workstream Structuring and Resourcing

Objective: Help the CO organize and manage the supply chain portfolio efficiently using available and potential resources.

Key tasks:

  • Review current and anticipated supply chain capacity to meet explicit technical assistance requirements.
  • Advice on optimal use of:
    • National Officer;
    • National Assistant;
    • Intern;
    • Regional Bureau support;
    • HQ technical support;
    • ongoing and planned recruitments;
    • private-sector partnerships (e.g. Sodexo, HELP Logistics and others).
  • Identify capability gaps, duplication and opportunities for efficiency.
  • Recommend practical operating arrangements and division of responsibilities.

Expected output

    • Recommended supply chain workstream structure, staffing approach, division of responsibilities and support model required to deliver the priorities identified under Category A.

C. Coaching, Mentoring and Team Empowerment

Objective: Strengthen the effectiveness and confidence of the supply chain team.

Key tasks:

    • Provide coaching and mentoring to supply chain personnel, and where relevant to CO Management or other CO staff on topics related to SC matters.
    • Provide periodic coaching to guide staff in navigating complex stakeholder dynamics and changing priorities.
    • Strengthen strategic thinking, prioritization and engagement skills.
    • Help staff develop ownership of the portfolio.
    • Hold regular reflective sessions to support team problem-solving and decision-making processes.
    • The expert would not lead the workstream but enable the CO team to lead it more effectively. Strategic recommendations will remain subject to CO management review and decision-making.

Expected output

    • Coaching and mentoring sessions delivered, with practical recommendations and agreed actions to strengthen team ownership, prioritization and stakeholder engagement.

D. Consolidation, Documentation and Packaging of WFP Value Proposition

Objective: Consolidate WFP's supply chain work and articulate its added value.

Key tasks:

    • Review and organize existing analyses, presentations, concept notes and discussions.
    • Guide assigned national officer/junior resource (internal focal point TBC) in compiling relevant materials.
    • Package achievements, lessons learned and future opportunities into clear products for:
      • Government engagement;
      • donor/resource mobilization discussions;
      • internal strategic decision-making.
    • Ensure supply chain contributions are linked to broader programmatic outcomes and impact.

Expected output

  • Consolidated supply chain portfolio narrative, investment case and engagement materials for Government, donors and internal decision-makers. Preparation of this output will be supported by the WFP Indonesia CO team.

E. Strategic Partnerships and External Advisory Network

Objective: Identify and recommend external partnerships and advisory resources that can complement WFP's comparative advantage and strengthen delivery of the priorities identified under Category A.

Key tasks:

  • Identify where WFP should leverage external expertise rather than recruit/implement directly.
  • Advise on partnerships with private sectors, academia, logistics providers and relevant institutions.
  • Help identify opportunities where others can complement WFP's capacity.

Expected output

  • Updated and prioritised partnership action matrix to align with CO priorities. This will be included in the pitch deck (Output in Category A).

Timor-Leste Country Office (Estimated number of working days: 10 Days)

  • Review existing training packages
  • Support team in organizing check list for training roll out
  • Engage with government counterparts on training needs
  • Develop roadmap for training roll out
  • Support the delivery of warehouse training
  • Support in regional coordination on Emergency Preparedness, for example with the AHA center.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

Minimum five (5) years of relevant professional experience in managing an area of supply chain operations including coordination with internal and external stakeholders. Prior experience with international organizations is strongly preferred.

Knowledge & skills:

  • Experience in implementing operational supply chain strategies in a country;
  • Experience in designing and implementing supply chain, retail and partnership networks;
  • Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
  • Experience evaluating and selecting service providers and/or suppliers;
  • Experience identifying operational risks and maintaining documentation on emergency preparedness;
  • Experience in implementing approved corrective actions to improve performance and monitoring progress;
  • Experience supervising professional staff.

Languages: International Professional: Fluency (level C) in English language.
