Are you passionate about using research and evaluation to strengthen community health systems across Africa? If so, you may be the perfect fit to join the Africa Frontline First (AFF) Initiative as a Technical Assistance Evaluator. Since 2023, the Africa Frontline First (AFF) Initiative has coordinated the delivery of technical assistance (TA) to strengthen community health systems and financing across a portfolio of 17 countries in Africa. AFF is now undertaking a comprehensive evaluation to assess the relevance, quality, utility, influence, and sustainability of these technical assistance efforts. The evaluation will document key results and lessons learned while generating actionable recommendations to strengthen the design and delivery of future technical assistance. To support this work, AFF is recruiting two individual consultants to join the evaluation team. One consultant will primarily support Anglophone countries and one consultant (with fluency in French) will primarily support Francophone countries, as part of a team delivering on the defined evaluation framework. Both consultants will play a central role in data collection, analysis, and reporting throughout the evaluation, under the guidance of an Evaluation Manager, Steering Committee and Evaluation Advisory Group. This work will involve extensive desk review of existing program documentation, design and implementation of a written survey, travel to two African countries each (two English-speaking and two Francophone) for primary data collection through KIIs and FGDs, and analysis of findings, validation workshops, and development of final presentation materials. This is a remote consultancy open to candidates working within Europe and Africa time zones. Consultancy Details Project Duration: August 2026 - December 2026 Location: Remote (Europe/Africa time zones) Consultancy Fee: Up to $37,500 USD per consultant, excluding approved travel expenses, which will be covered separately by the project. Scope of Work The consultant will work on the following deliverables by tentative deadlines (subject to change): Deliverable / Service Description Deadline (tentative) 1 Desk Review and Design: Review relevant documentation 9/30/26 2 Desk Review and Design: Develop country profile documents 9/30/26 3 Desk Review and Design: Contribute to refinement of evaluation design and tools 9/30/26 4 Data Collection: Administer and manage surveys 10/15/26 5 Data Collection: Plan and conduct key informant interviews (KIIs) 10/15/26 6 Data Collection: Ensure data quality, completeness, and documentation of data 10/15/26 7 Analysis and synthesis: Contribute to robust mixed-methods analysis 11/15/26 8 Analysis and synthesis: Develop country-level analyses and cross-country synthesis 11/30/26 9 Analysis and synthesis: Participate in team analysis sessions and validation discussions with AFF and country stakeholders 11/30/26 10 Reporting and dissemination: Draft assigned sections of the evaluation report 11/30/26 11 Reporting and dissemination: Contribute to a clear, well-structured, and compelling final evaluation report and accompanying summary products (e.g., slide decks, briefs) 11/30/26 12 Reporting and dissemination: Incorporate feedback from AFF, partners, and reviewers through iterative revision cycles 12/15/26 13 Reporting and dissemination: Support presentation and dissemination of findings 12/31/26 Deliverable Based Fee Structure per Consultant: Deliverable Description Cost 1-3 Research, Design and Prep $5,000 4-6 Surveys and KIIs conducted responsibly $10,000 7-8 Analysis of primary data and cross-country synthesis $10,000 9 Team analysis and validation workshops $5,000 10-13 Contribute to final Evaluation Report and learning products $7,500 Total Cost $37,500 What you’ll bring Master's degree required; PhD preferred in public health, health systems, evaluation, economics, or another relevant field. Demonstrated expertise in research and program evaluation. Strong knowledge of evaluation methodologies, including: Mixed-methods research designs Theory-based evaluation approaches (such as Theory of Change, Contribution Analysis, and Outcome Harvesting) Qualitative methods, including key informant interviews (KIIs), focus group discussions, thematic analysis, and framework analysis Quantitative survey design and data analysis Knowledge and experience using relevant technology and AI tools to conduct analysis. Proven experience evaluating multi-country programs, preferably in global health across Sub-Saharan Africa. Demonstrated experience conducting qualitative and quantitative data collection and analysis. Excellent technical writing skills, including drafting high-quality evaluation reports for institutional audiences. Knowledge of health systems strengthening, health financing, and/or community health. Familiarity with technical assistance models and government partnership approaches. Fluency in English (required for both consultants). Professional fluency in French, including the ability to conduct interviews, analyze data, and write reports (required for the Francophone consultant position). You’ll impress us if you You have experience evaluating health financing initiatives, particularly those supporting community health worker programs. You have experience conducting multi-country analyses involving diverse stakeholders, including government counterparts. You have strong facilitation, stakeholder engagement, and relationship-building skills across culturally diverse settings. You have experience and expertise responsibly utilizing AI tools and designing effective prompts to strengthen analysis projects You are comfortable working remotely across multiple time zones and are willing to travel internationally, as needed.
