Position Overview
JANSON is seeking a practical, business minded, experienced Contracts Manager to lead the company’s in-house contracts management function. As the principal contracts subject-matter expert and internal business partner, this person will manage the full lifecycle of contracts management to include prime contracts, subcontracts, teaming agreements, nondisclosure agreements, master service agreements, consulting agreements, purchase and other related instruments, from opportunity identification and proposal review through negotiation, administration, modification, closeout, and record retention.
The ideal candidate is a hands-on Contracts Manager that can operate independently, translate complex requirements into clear business guidance, build and implement processes for the Company, and identify contractual issues before they become program, financial, audit, or customer problems.
The Contracts Manager will work closely with Operations, Program Management, Client Delivery teams, Finance/Accounting, Pricing, Business Development/Capture, Human Resources, Recruiting, Security, and Executive Management to ensure that contractual requirements are understood, communicated, monitored, executed, and complied with.
Key Responsibilities
· Manage the complete lifecycle of prime contracts, subcontracts, task orders, purchase orders, teaming agreements, nondisclosure agreements, master service agreements, consulting agreements, purchase and other contract-related documents.
· Review solicitations, requests for proposals, representations and certifications, contract terms and conditions, and amendments; identify requirements, exceptions, risks, and required approvals. Develop and recommend pricing strategies on proposal submissions.
· Lead contract negotiations with prime contractors, subcontractors, vendors, teaming partners, and consultants, escalating legal or business issues when appropriate. This includes interfacing and serving as the prime contact for communications with contracting representatives (i.e., Contracting Officers, ? Contracting Officer's Representatives (CORs), Contract Specialists, Clients) as well as the Company’s teaming partners, vendors, executive team, and legal representation.
· Interpret and support compliance with applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) Supplement requirements, agency supplements, contract clauses, and company policies, emphasizing the importance of their expertise.
· Develop compliant subcontract terms and appropriate prime-contract flow-downs; support source selection, subcontract negotiation, consent requirements, and subcontract administration.
· Advise on contract type, funding, period of performance, deliverables, invoicing, allowable costs, intellectual property and data rights, Company conflicts of interest, other material terms.
· Track contractual deliverables, funding, options, modifications, notices, reporting obligations, government property requirements, and key dates; communicate obligations to responsible owners.
· Support proposal planning and process, compliance reviews, pricing coordination, certifications, and submission readiness in partnership with business development, finance, and technical teams.
· Coordinate responses to audits, reviews, requests for information, and other customer inquiries relating to contract administration.
· Maintain contract compliance with complete, accurate, organized and audit-ready contract files, correspondence, approvals, and records in an organized electronic repository.
· Monitor regulatory and contractual developments that may affect the company and proactively recommend practical actions to leadership.
· Develop and implement throughout the Company the requisite Contracts Management structure, governance, policies and procedures, business processes, and training.
· Perform other contract, compliance, and business operations duties as needed.
Experience and Requirements
· Seven-to-ten (7-10) years of progressively responsible contracts administration and management experience supporting the full life cycle of U.S. federal government procurements and contract administration.
· Demonstrated knowledge and experience of the FAR and DFAR Supplement applying contract clauses in day-to-day operations.
· Experience independently reviewing, drafting, negotiating, and administering prime contracts and subcontracts.
· Current Secret clearance preferred; ability to obtain and maintain a U.S. security clearance required for certain programs.
· U.S. citizenship.

· Experience with small businesses servicing the federal government preferred.
Education
· Bachelor’s degree in Business, Contracts, Finance, Law, Public Administration, or a related field, or an equivalent combination of education and relevant experience.
Certifications
One or more of the following are preferred:
· Certified Professional Contracts Manager (CPCM)
· Certified Federal Contracts Manager (CFCM)
· Federal Acquisition Certification in Contracting (FAC-C)
· Department of War certifications
· Certified Commercial Contracts Manager (CCCM)
· PMP
