The State & Local Transportation Advisory Leader, U.S. East & LATAM is responsible for defining and executing AECOM's transportation advisory strategy for state and local government clients across the East Region, driving business growth, expanding advisory capabilities, and strengthening AECOM's position as a trusted advisor to transportation agencies and public-sector leaders. Serving as a senior advisor to transportation executives, agency leaders, elected officials, and infrastructure stakeholders, this role helps clients address complex investment, operational, funding, resilience, technology, and organizational challenges.

The ideal candidate brings extensive experience leading transportation agencies, major capital programs, or public-sector transportation organizations and possesses deep understanding of the funding, policy, operational, and delivery challenges facing state and local transportation agencies.

Key responsibilities:

  • Advise transportation agencies and public-sector leaders on infrastructure investment strategies, capital program planning, funding prioritization, and long-term portfolio development
  • Support agency executives in addressing major transportation, mobility, resilience, and economic development challenges
  • Lead strategic advisory engagements involving capital program transformation, agency modernization, organizational effectiveness, and risk management
  • Provide guidance on innovative funding and financing approaches, federal funding programs, public-private partnerships, and investment prioritization
  • Advise transportation agencies on the development, evaluation, and implementation of emerging technologies that improve project and program delivery, enhance operational performance, support public policy objectives, and deliver greater value from infrastructure investments

Practice Leadership & Growth

  • Develop and execute the East Region State & Local Transportation Advisory growth strategy, including market priorities, investments, and service offerings
  • Identify emerging client needs and industry trends to expand AECOM's advisory presence and differentiate its transportation advisory solutions
  • Establish and enhance advisory methodologies, tools, and intellectual property that drive delivery excellence and scalable growth
  • Lead the development and positioning of advisory offerings across transportation strategy, capital programs, funding and finance, operational excellence, digital transformation, and resilience
  • Achieve bookings, revenue, profitability, utilization, and growth targets while ensuring sustainable business performance

Client Advisory & Business Growth

  • Serve as executive sponsor for key transportation clients and strategic pursuits throughout the East Region
  • Build and maintain trusted relationships with state DOT executives, local transportation agencies, transit authorities, metropolitan planning organizations, governors' offices, legislatures, and other public-sector decision-makers
  • Lead business development efforts that generate new advisory opportunities and expand relationships across priority transportation clients
  • Create opportunities for integrated advisory, planning, design, program management, and implementation services consistent with a One AECOM approach
  • Foster innovation in advisory delivery approaches that improve client outcomes and business performance.
  • Serve as a recognized thought leader in transportation advisory and infrastructure strategy.
  • Monitor transportation policy, funding, regulatory, technology, and infrastructure investment trends to inform client strategies and service development

People Leadership

  • Recruit, develop, and retain a high-performing team of transportation advisory professionals and subject matter experts
  • Foster a collaborative, high-performance culture aligned with AECOM's Leadership Capabilities and values
  • Build leadership pipelines and succession plans to support long-term organizational growth and continuity.
  • Leverage AECOM's strategy-to-delivery platform to convert advisory opportunities into broader enterprise engagements
  • Promote cross-business collaboration and account planning across priority transportation clients

Thought Leadership & Market Influence

  • Serve as a recognized thought leader in transportation advisory and infrastructure strategy
  • Publish industry insights and represent AECOM at transportation conferences, industry associations, executive forums, and public-sector events
  • Monitor transportation policy, funding, regulatory, technology, and infrastructure investment trends to inform client strategies and service development
  • Strengthen AECOM's visibility and reputation within the state and local transportation market

Enterprise Collaboration & One AECOM Integration

  • Partner closely with Transportation, Program Management, Environment, Water, Buildings + Places, and other business lines to deliver integrated client solutions
  • Leverage AECOM's strategy-to-delivery platform to convert advisory opportunities into broader enterprise engagements
  • Promote cross-business collaboration and account planning across priority transportation clients

(Required):

  • Bachelor's degree in Engineering, Transportation Planning, Public Administration, Business, Economics, or a related field +12 years of related experience with at least 4 years of experience acting in a leadership or practice-building capacity or demonstrated equivalency of experience/education
  • Recognized record of serving as a trusted advisor to transportation executives, government leaders, elected officials, or public-sector stakeholders
  • Demonstrated success leading complex infrastructure, transportation, operational, funding, or transformation initiatives.
  • Proven ability to build strategic client relationships, drive business growth, influence senior stakeholders, and lead multidisciplinary teams.
  • Experience developing and scaling advisory businesses, service offerings, or practice areas

(Preferred):

  • Advanced degree in Business Administration, Public Administration, Transportation, Engineering, or a related discipline
  • 20+ years of leadership experience in transportation infrastructure, public-sector transportation agencies, infrastructure consulting, or advisory services, including significant experience serving state departments of transportation, large metropolitan agencies, or comparable organizations
  • Experience working with state departments of transportation, major metropolitan agencies, transit authorities, or federal transportation programs
  • Familiarity with federal funding mechanisms, infrastructure investment programs, and innovative project delivery approaches
  • Recognized industry profile through publications, conference participation, or leadership roles in professional organizations
  • Experience advising organizations on digital transformation, operational excellence, resilience, or major capital investment strategies
