Location: This position will be based in the Project Office in Bristol for a minimum of three (3) days per week, with travel to lender, sponsor and adviser locations as required

About Erebus by Blue Gem Wind:

Erebus is a world leading 100 MW test and demonstration floating offshore wind project located off the coast of Pembroke and is being developed by Simply Blue Energy’s Blue Gem Wind project company. Erebus was awarded a CfD in Allocation Round 7 and as a fully consented project now enters late-stage development, targeting a COD in 2030. The project is progressing through project finance structuring towards Financial Close.

Purpose of the role:

The Costs Analyst will support the development and delivery of offshore renewable energy projects, providing cost expertise to ensure economic feasibility and informed decision-making. You will lead the development of project cost books and central cost libraries, using industry benchmarks and analysis to provide robust cost advice and insights. The role will support supply chain engagement, cost-benefit analysis and site design development, working across a range of project scopes from concept through to delivery. You will work both centrally and within projects, taking roles such as Cost Book Manager, Cost Analyst or Cost Control Manager as required.

Key Responsibilities:

• Develop and maintain robust project cost books covering DEVEX, CAPEX, OPEX and DECEX.
• Develop and continually improve central cost libraries, methodologies, tools and analytical capabilities.
• Maintain an up-to-date, industry-benchmarked view of offshore wind costs across the project work breakdown structure.
• Establish and maintain clear, auditable cost data, assumptions, methodologies and version control.
• Critically assess cost estimates, challenging deviations from benchmarks, norms and expected trends.
• Work with Function Leads, Package Managers, procurement and external advisors to develop and refine cost estimates.
• Ensure cost books are maintained at system, sub-system and component/activity level.
• Lead cost-benefit analysis to inform project strategy, design, change and investment decisions.
• Ensure cost books are robust and appropriately developed to support business cases, investment decisions, financial close and due diligence.
• Formally issue and regularly update project cost books in line with business case and project milestones.
• Provide cost insights from procurement activity, supply chain engagement, external benchmarks and historic project data.
• Work closely with Commercial and Business Case teams to ensure cost information integrates effectively with business case modelling.
• Support wind farm design, EYA analysis and other engineering activities where required to inform project economics.
• Maintain a strong understanding of project economics, business case sensitivities and the impact of design and change decisions.
• Provide cost engineering support to identify opportunities for optimisation, cost reduction and improved project value.
• Interface effectively across project functions, particularly Business Case, Risk, Site Characterisation, Procurement and Package Management.
• Support project stage-gate cost assessments, steering committees and internal reporting.
• Provide robust cost insights and technical due diligence support for fund-raising and shareholder transactions.
• Ensure cost advice and deliverables comply with applicable regulations, standards, HSEQ and CDM requirements, with safety appropriately reflected in project costs.
• Contribute to the development and communication of best practice, guidance, workshops and knowledge-sharing across the engineering and offshore wind teams.
• Proactively identify issues, opportunities and improvements, developing practical solutions and continually enhancing cost engineering capability.
• Prepare and present professional reports, spreadsheets, briefing notes and other project information for internal and external audiences, using relevant software effectively.

Experience and Qualifications:

Required:

• Appropriate technical or data analytics degree with at least 5 years’ relevant experience
• Experience working as cost engineer or manager on infrastructure projects, with experience of lifecycle cost estimating across DEVEX, CAPEX, OPEX and DECEX
• Knowledge of cost management standards and best practice
• Excellent organisation skills with the ability to manage own workload, meet timescales and coordinate a number of external and internal stakeholders
• Excellent communication skills, with the ability to enable effective discussion and transfer of information between stakeholders
• The technical skills to understand, appraise and assesses complex cost information and the ability to exchange with and understand subject experts
• Advanced Excel and cost-modelling capability
• Ability to create and communicate complex cost information clearly in Fluent English
• Ability to work as a member of a large, multidisciplinary and international team

Desired:

• Experience of cost engineering or project development within the wider energy, infrastructure or engineering sectors.
• Experience of offshore wind projects outside the UK and/or exposure to international offshore wind markets.
• Experience of developing or reviewing business cases, investment cases, cost-benefit analyses or technical due diligence.
• Familiarity with offshore wind supply chains, procurement processes and market benchmarking.
• Experience with advanced cost-modelling, data analytics or relevant digital tools beyond standard Microsoft Excel and Office applications.
