Counterintelligence and Law Enforcement Specialist – Mid This position requires an active TS/Sensitive Compartmental Information (SCI) clearance. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. Cherokee Insights is seeking a Counterintelligence and Law Enforcement (CI/LE) Specialist – Senior to support the Behavioral Threat Analysis Center (BTAC). The Counterintelligence and Law Enforcement Specialist will be charged with reviewing, identifying, and developing specific intervention and prevention strategies across the spectrum of insider threat. Compensation & Benefits: Estimated Starting Salary Range for Counterintelligence and Law Enforcement Specialist – Mid : $130,000.00 to $140,000.00 Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice. Counterintelligence and Law Enforcement Specialist – Mid Responsibilities Include: Provide recommendations on counterintelligence and law enforcement authorities, jurisdictions, capabilities, methodologies, and activities, to assist in the mitigation of Insider Threat (InT) issues across the Department. Provide subject matter expertise to support the analysis of cases reported into Depart of War (DoW) Insider Threat (InT) Management and Analysis Center (DITMAC), provide CI/Law Enforcement (LE) case consultations and assist analysts in the development of analytic findings and other feedback mechanisms provided to the DoW components on reported insider threat issues. Complete written assessments from a CI/LE perspective for all cases identified by analysts and DITMAC leadership within timelines established by DITMAC procedures. Support component’s Prevention, Assistance, and Response (PAR) or PAR-like efforts and advise the DoW insider threat enterprise and DITMAC analysts to ensure knowledge of CI/LE-related activities and support efforts through written assessments. The Contractor must follow DITMAC processes for tracking all consultations and assessments and utilize the case management system used by management and analysts, to provide the DoW Components with value-added analytic findings, recommendations and other feedback. Assist in the identification of possible systemic gaps and vulnerabilities to ensure that the DITMAC effectively supports DoW component insider threat programs in the collection, access, use, and partnership of relevant Counterintelligence and Law Enforcement (CI/LE) organizations and data. Advise, recommend, and assist with formal outlines, white papers, written summaries, and/or briefs to DITMAC Leadership as appropriate. Identifying key stakeholders in the counterintelligence and law enforcement communities. Develop informational literature to assist all DoW components in reporting threshold level events, create mission understanding and garner support for the DITMAC in the CI/LE community. Provide law enforcement and counterintelligence expertise to assist in the development of processes and procedures to promote DoW CI/LE component reporting of insider threat data to DITMAC. Provide SME to DITMAC on DoW threat reporting mechanisms by assisting in the development of draft processes, procedures, and order of operations for expeditiously reporting critical and time sensitive insider threat information to DoW senior leadership and DoW components. Assist DITMAC executive leadership in developing vision, strategy, plans and execution for collaboration with senior executive leaders from the various DoW and Fed Gov't CI/LE organizations and the DoW components. Provide guidance to ensure DITMAC's InT mission objectives and activities compliment, and not conflict or interfere with, the sensitive CI/LE mission objectives, operations, or investigative activities. Participate in the InT Working/Steering Committee as well as participate in external networks outside the DITMAC to include, working groups, and professional associations’ e.g. Intelligence and National Security Alliance (INSA), to remain updated and current on new trends, emerging strategies, and/or best practices, and to identify opportunities for future collaboration, between the DITMAC/InT enterprise and CI/LE organizations to reduce insider risk and mitigate insider threats. Recommend specific policy revisions/potential legislative proposals related to CI/LE and the DITMAC/InT mission. Provide white papers, trip reports and written summaries/meeting notes as appropriate, illustrating how they have accomplished the activities outlined within the contract. Apply CI/LE subject matter expertise when analyzing current data identification, collection and analysis techniques of insider threat reporting related information and operations of the DITMAC. Provide CI/LE subject matter expertise when documenting lessons learned from official reviews or inquiries when assisting in the development of case studies. Apply an understanding of CI/LE risk factors and mitigation measures associated with InT cases, scenarios, or events referred to DITMAC to create in-depth reviews that identify shortcomings and best practices. The Contractor must then integrate this information into formal DITMAC products for use as lessons-learned guides, process improvements, and future planning efforts internal to DITMAC and across the DoW InT enterprise. Provide CI/LE subject matter expertise when documenting lessons learned from official reviews or inquiries when assisting in the development of case studies. Performs other job-related duties as assigned Counterintelligence and Law Enforcement Specialist – Mid Experience, Education, Skills, Abilities requested: Must possess a Bachelor’s degree in any field. Must have a minimum of twelve (12) years as a sworn federal agent in a Military Criminal Investigation or Military Department Counterintelligence Organization leading criminal and counterintelligence Investigations, and other programs to identify and effect the mitigation of insider threats to national security interests Have experience in the following: Governing directives and strategic counterintelligence, Law enforcement and insider threat guidance and policies; Threat assessment/threat management; Support to counterintelligence, national security, criminal investigations and operations Eligibility and access determinations for classified and/or sensitive information Providing support to workplace violence prevention Must have understanding of the DoW population through work experience directly supporting the military or DoW population. A demonstrated understanding of the counterintelligence and law enforcement community structures, jurisdictions, and organizational relationships. Demonstrated ability to collaborate with the greater counterintelligence, law enforcement, and insider threat professional community.
