The purpose of this position is to provide cybersecurity services in the operation of the City’s cybersecurity program. The ideal candidate will be a team player who has experience with large enterprise cybersecurity programs including vulnerability management, security and event monitoring, threat evaluation, risk management, incident response, and compliance activities. The engineer will mentor junior cybersecurity team members, lead cybersecurity operations, perform system architecture reviews, perform risk-based analysis, lead cybersecurity incident response, participate in DevSecOps processes and perform compliance related activities.
This position requires in-office work hours through a hybrid/telework schedule.
Specific duties include:
- Lead an enterprise class cybersecurity team.
- Perform compliance activities and audits such as policy reviews, process reviews and third-party security audits.
- Familiar with both federal and Virginia privacy regulations.
- Conduct and participate in cybersecurity related investigations and incidents.
- Conduct computer forensic activities.
- Familiar with database, network, virtualization and operational technology operations, concepts and design.
- Perform risk and threat analysis for systems, applications and third parties.
- Experience with cybersecurity architecture and cybersecurity best practices for AWS, Azure, Google Cloud and/or other public cloud platforms.
- Evaluate vulnerability and threat information to assess, measure and prioritize mitigations based on risk.
- Participate in DevSecOps processes and familiarity with programming practices, threat modeling, and testing methodologies.
- Familiar with NIST Cybersecurity Frameworks and the ISO 27001 Framework.
Preferences:
-Experience supervising or leading an enterprise class cybersecurity team
-Demonstrated proficiency performing compliance activities/audits. i.e.: policy/process reviews, 3rd party security audits
-Experience and advanced knowledge of database, network, virtualization & operational tech. operations, concepts & design
-Experience evaluating vulnerability & threat info to asses/measure/prioritize mitigations based on risk xp w/cybersecurity architecture/best practices for AWS/Azure/Google Cloud/Other public cloud platforms
-Proficiency conducting computer forensic activities.
*** This position offers a remote/hybrid work schedule arrangement within the Virginia and North Carolina surrounding areas.

As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements

Minimum Requirements:
Minimum Qualifications: Requires a Bachelor’s Degree in Cybersecurity, Information Technology, or related technology field plus six (6) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to ten (10) years in fields utilizing the knowledge, skills and abilities in technology systems, systems functions and systems capabilities; and associated with such positions as Systems Engineer, Network Engineer, Database Administrator or Programmer Analyst. May be required to have a current and valid driver’s license.
Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Position may require one or more Expert Level Industry Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in the requisition that announces the vacancy.
