PURPOSE OF THE POSITION
The Cyber Security Programme (CSP) delivers two institution-wide projects, Zero Trust and Identity and Access Management (IAM), for around 15,000 users worldwide. Both projects change how every staff member, external consultant and partner authenticates, connects and obtains access. The programme has had no change manager since August 2026.
The Change Manager owns change management for the whole programme: strategy, impact assessments, sponsorship, communication, enablement and adoption measurement. He or she reports to the Head of CSP (programme manager), is embedded in the programme team and works daily with the Zero Trust Project Manager, the IAM Manager, the RBAC Lead, the IGA Business Analyst, the End User Computing and Service Desk teams and the Communication department. The role interfaces with the CISO (programme sponsor), the T&I product lines, the E2E transformation programme and the Change Management community.
Changes to be managed over the next 18 months include, on Zero Trust: the retirement of SMS and voice multi-factor authentication imposed by Microsoft for February 2027 and the migration of users to stronger methods, the rollout of Windows Hello for Business, the migration of constrained geographies to ZTNA and the onboarding of applications under Conditional Access. On IAM: the role-based access model (RBAC / ABAC) piloted on the ISGO population, the deployment of Entra ID Governance with an integration partner from 2027 (joiner, mover, leaver workflows, access requests and reviews for managers and application owners) and the progressive decommissioning of legacy identity tools.
MAIN TASKS / RESPONSIBILITIES
• Define the CSP change management strategy and sponsorship model with the Head of CSP and the CISO, covering Zero Trust and IAM, and keep it aligned with the programme roadmap and SteerCo decisions.
• Run impact assessments per user group (HQ, delegations, external staff, partners, privileged users, application owners) for each deployment wave and translate them into targeted change plans.
• Build and run the communication plan with the Communication department: key messages, announcements, intranet content, delegation briefings and management talking points, in English and French.
• Design and deliver enablement: user guides, short videos, webinars, local relays and champions, Service Desk and End User Computing readiness before each wave.
• Lead the change side of the SMS and voice MFA retirement and the Windows Hello for Business rollout: migration campaign, follow-up of remaining users, escalation path for field constraints.
• Prepare managers and application owners for the role-based access model and Entra ID Governance workflows (access requests, approvals, periodic access reviews) with the RBAC Lead and the IGA Business Analyst.
• Measure adoption and readiness (migration rates, enrolment, ticket trends, survey feedback), diagnose resistance and implement corrective actions.
• Coordinate with the E2E transformation change stream so that identity and access changes reach the same user populations with one voice.
• Report progress, risks and decisions needed to the Head of CSP; contribute change content to Flash Updates and SteerCo papers; escalate issues with proposed mitigations.
• Prepare the sustainment plan and hand over change artefacts and routines to the product owners and the IAM and Zero Trust run teams.
• Contribute to the change management community and apply the institutional change practice (Prosci-based).
🧠 Les profils que nous recherchons 🧠
EDUCATION
• University degree (Bachelor or Master) in business, communication, human resources, information systems or equivalent (mandatory).
• English and French fluent, written and spoken (mandatory); the programme communicates in both languages.
• Change management certification, Prosci or equivalent (mandatory); Agile change or project management certification (a plus).
• Strong writing and facilitation skills; command of Microsoft 365 collaboration tools (Teams, SharePoint, Viva Engage) (mandatory); basic graphic and video production skills (a plus).
EXPERIENCE
• More than 5 years of change management experience on large, transversal IT programmes (budget above CHF 2M) with institution-wide user impact (mandatory).
• Experience with identity, security or workplace technology rollouts such as multi-factor authentication, single sign-on, IAM / IGA, VPN or Zero Trust (strongly desired).
• Experience in an international, multicultural organisation with remote field locations and limited connectivity contexts (mandatory); humanitarian sector (a plus).
• Full autonomy in planning and running the change workstream with minimal supervision; ease with executive stakeholders and technical teams alike (mandatory).
