Overview:
In a context of increasing data valorization within the Walloon Public Service (SPW), their structured, secure, and documented sharing is a major strategic challenge. DataLift (see Definitions), developed by the Directorate for Data Management and Enhancement (DGVD), is part of this dynamic by facilitating the dissemination of geographic and non-geographic data, while guaranteeing its quality, compliance, and long-term preservation.
The data analyst is involved in the entire data lifecycle, from needs analysis to dissemination, documentation, and monitoring. They also contribute upstream to the application development process by integrating data-centric principles from the initial design stages. In this capacity, they ensure data is structured, its quality and interoperability with other datasets, and facilitate its future reuse.
It is capable of analyzing datasets, assessing their maturity and ensuring their compliance with the standards, norms and governance rules defined within the SPW.
With a versatile profile, at the crossroads of technical, analytical and relational skills, the Data analyst thus contributes to strengthening the availability, reusability and value of data within and beyond the SPW.
Beyond technical skills, the Data analyst demonstrates a strong ability to understand business needs, ease in communicating with various stakeholders (data managers, technical teams, end users) and a developed sense of public service.

Tasks and activities
1. Data Dispatching
A request for data sharing or application development may come from a user who needs data, from a manager who wants to share their data, or from a legal framework that mandates sharing. The Data Committee identifies new requests for data sharing, assesses their relevance, and sets priorities. It assigns datasets to data analysts and evaluates whether they are subject to a European requirement.
2. Contacting the data manager
The data analyst informs the data manager that their data has been processed for sharing on the shared environment. They present an overview of the process and specify the support arrangements.
3. Drafting the project plan
The project plan describes the characteristics of the data: target user categories, sharing objectives, vPROD data access point, content and structure update frequency, access and use conditions (Open Data or other license), stakeholders and targeted platforms (Geoportal, SPW Portal, ODWB, application, etc.).
4. Drafting the metadata sheet
Write the metadata sheet in collaboration with the Metawal team and the data manager.
5. vPROD Data Analysis
Analysis of the structure, content, and documentation associated with the vPROD data to assess its maturity and identify potential problems. If the data is too immature to be shared, the

6. Modeling of vDIFF data
Design and documentation of the data dissemination version (vDIFF) model: selection of tables and attribute fields, definition of names, aliases and descriptions of tables and attributes, establishment of value lists and constraints, conditions of access to the data, drafting of technical specifications.
7. Data transformation (vPROD model to vDIFF model)
Development of the FME workspace or the Denodo transformer enabling the automatic conversion of the source data structure (vPROD) to the broadcast model (vDIFF). This process is executed with each update of the data content.
8. Compliance control
Data compliance of vDIFF data with technical specifications is verified using DataLift. Detected errors are analyzed and discussed with the data manager for correction.
9. Creation of the web service project
Geographic data is presented and formatted within a web mapping service project in ArcGIS Pro. In this step, the data analyst ensures that the data manager's requirements are met while adhering to mapping best practices. Non-geographic data is exposed via a Denodo web service.
10. Validation
Validation of deliverables by the data manager and organization of a cross-validation with other Data analysts.
11. Drafting the contract with the data manager
Drafting and signing of the contract defining the manager's commitments (updates, annual verification of metadata, decommissioning notification, etc.). The document is largely generated automatically from the project plan.
12. Request for publication
Creation of the tickets necessary for the publication of the data and associated deliverables within the shared infrastructure of SPW Digital.
13. Reporting
Regular reporting to the Data Committee and the Data Analyst Coordinator: progress, prioritization and any potential issues.
14. Communication
Information from the DGVD Communication Coordinator when data is made available or updated.
15. Ensure updates
Ensures that the data and its metadata record are kept up to date, in particular by regularly checking the validity of the information (data content, metadata content, download links and web services) with the data manager.
16. Help and support
For any questions relating to data sharing, support for users, data managers and those responsible for tools in the shared environment.
