Position Summary
As a member of the Quality, Planning & Epidemiology Division, the Data Analyst is accountable to
Foundational Standards Management for supporting the implementation of selected components of
the Foundational Standard of the Ontario Public Health Standards (OPHS) 2018 and other duties as
assigned by Quality, Planning & Epidemiology Management.

Areas of emphasis include Population Health Assessment and Surveillance including but not
limited to the implementation of the Population Health Assessment and Surveillance Protocol.
The Contract Data Analyst is expected to work independently and as part of a multi-disciplinary
team to apply, adapt, choose and/or recommend changes to established methods or procedures
and/or to develop new procedures to complete assigned work.

Direction is to be sought when solutions to problems are not apparent and/or are not within the
intent of established practices including scope of practice.


Duties and Responsibilities will include:

Administration and Human Resources

  • Maintains knowledge of and complies with Health Unit and Divisional policies and procedures and relevant legislation.
  • Advises Director of issues, needs and accomplishments.
  • Generates regular, timely, complete and accurate records and reports to adequately reflect the implementation of assigned duties and responsibilities.
  • Consults with the Chief Nursing Officer on matters related to professional practice.
  • Works in accordance with the National Standard of Canada for Psychological Health and Safety in the Workplace.

Professional

  • Participates in planning, implementation and learning from educational programs, but also assumes responsibility for continued personal development outside the sphere of employment.
  • Maintains effective working relationships with Health Unit staff.
  • Documents in accordance with organizational policies and procedures.

Financial

  • Informs Director of the adequacy of equipment and supplies required in carrying out work assignment.

Program

  • Supports the Epidemiology team in completing population health assessment and surveillance activities by collecting, managing, analyzing and disseminating data from a variety of databases to support public health program decisions, surveillance, communication, and provide health information to the community.
  • Completes quantitative and/or qualitative data analysis using relevant software (e.g. STATA/NVivo) and data management tools (e.g. MS Excel).
  • Identifies implications, uses, gaps and limitations of information collected.
  • Identifies relevant connections, patterns or trends in the information/data available.
  • Identifies gaps in information and makes assumptions in order to continue the analysis and/or take action.
  • Assists in local research of public health issues.
  • Synthesizes complex information into a wide range of written and visual communication products such as reports, papers, posters, briefing documents, reviews of research evidence, etc. for dissemination to internal and external stakeholders.
  • Designs and implements knowledge translation activities related to research evidence, population health assessment and surveillance data and evaluation as assigned.
  • Participates in continuous quality improvement initiatives as assigned.
  • Assists with staff training and education.
  • Performs related duties as assigned.

Physical

  • The position may involve variations of the working day.
  • Works in a safe manner as required by Occupational Health and Safety legislation.
  • Performs work in an environment (primarily indoors) with little to no exposure to disagreeable conditions or hazards.
  • Does light physical activity of long duration and medium physical activity of intermediate duration.
  • Performs work involving almost continuous periods of mental, visual and/or auditory concentration of intermediate duration and/or frequent periods of long duration.
  • Detects and works toward eliminating health hazards in all assigned areas.
