We work in countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience. Scope and Nature of Services: Relief International's Awards Management Unit (AMU) is responsible for award and partnership management across the full grant lifecycle, from pre-award review, contracting, modifications, and compliance reporting, to close-out. This includes direct oversight of the partner and sub-award lifecycle across country offices: partner due diligence, SGA and drafting, partner performance, alongside prime award compliance and donor reporting obligations. AMU is completing a 2025 update to the NetSuite Partnerships Module (originally built in 2023), which will become the system of record for both award and partner data. Ahead of full NetSuite roll-out, AMU relies on country-office award and partner matrices maintained outside the system, we need these data to be visualized, to enable AMU's to report in real time on award/sub-award volumes, ICR, partner status, due diligence (DD) compliance, and cost-contribution tracking. AMU requires a consultant to professionalize this reporting in the interim and to ensure continuity into NetSuite once the transition is complete. Objective To strengthen AMU's data management and reporting capability by (a) consolidating and visualizing current country-office award data into a live Power BI dashboard, and (b) preparing data structures, logic, and reporting continuity for the NetSuite Partnerships Module transition, including bridge solutions for the interim period. Information, services or resources to be provided by the consultant: The consultant is expected to be able to carry any of the following tasks: Data Consolidation & Management Review existing country-office award matrices and identify inconsistencies, duplication, and gaps against AMU's reporting needs. Lead the design and maintain a consolidated master dataset (awards, sub-awards, partners) with a clear data version control. Establish a standard data submission template and validation/QA process for country offices. Lead the design database for AMU to launch, collect COs KPIs and how to manage and visualize these data. Reporting & Power BI Dashboard Build and maintain a live Power BI dashboard connected to the consolidated dataset (and later to NetSuite), refreshed on an agreed cadence. Ensure the dashboard is structured for role-based access (AMU, Country Directors, senior management). NetSuite Transition Support Interim/bridge solution: provide a temporary data and reporting mechanism that covers AMU's needs while NetSuite is not yet fully live. NetSuite alignment: map dashboard fields and logic to the Award and partnerships Module's fields, current requirements, and workflows so reporting migrates cleanly once NetSuite goes live. Post-transition continuity: advise on and help configure NetSuite. Analytics Connect / API connectivity so Power BI can pull live from NetSuite, and document the reporting logic for AMU and the dev team. Consultant Profile Essential requirements: Proven experience in humanitarian/development sector data management (NGO experience strongly preferred). Advanced Power BI skills Working knowledge ERP/grants-management systems. Understanding of sub-award/grants-management concepts: ICR/NICRA, cost share/match, FFATA, due diligence and risk assessment, OCA. Demonstrated ability to design bridge/interim data solutions during system transitions, adaptable and sustainable. Desired requirements: Product management or business-analyst background, able to translate functional requirements into technical specs for a dev team (relevant given the ongoing NetSuite transition). Prior experience with multi-country data collection from field/country offices with variable data quality and connectivity. Data governance / data quality framework experience (validation rules, audit trails, version control). Familiarity with UN and other major institutional donor reporting requirements. Skills and Competencies : Proven ability to deliver reporting solutions with evolving data, prioritizing usable outputs. Excellent stakeholder engagement skills, with experience training or supporting non-technical, multi-country field staff to ensure timely data submission. Prior experience supporting a data or systems migration from a legacy platform to a new system. Flexibility to align delivery schedule with the ERP system development timeline and go-live milestones. Strong documentation skills, including data dictionaries and technical handover materials for both non-technical and technical audiences. RI Values.
