RESPEC is seeking an experienced Database Administrator 2 to support a critical data infrastructure engagement with a major Texas state health and human services agency in Austin. This is a high-impact role embedded within a large-scale data environment where your expertise in enterprise databases, data warehousing, and ETL processes will directly support the agency's ability to deliver data-driven programs and services to Texans statewide.

You will serve as a key technical resource responsible for the full lifecycle of database administration — from performance tuning and security to data modeling, warehouse management, and end-user support. Core Responsibilities

As the Database Administrator on this engagement, you will manage and maintain integrated database systems while ensuring data integrity, performance, and security across a complex enterprise environment. Day-to-day, this means monitoring database performance, recommending efficiency improvements, implementing security and recovery procedures, and executing the processes necessary to save, retrieve, and recover data from hardware or software failures.

You will collaborate closely with programmers, analysts, and business stakeholders to assess the impact of database changes, coordinate data usage across systems, and incorporate new data elements into the shared data environment. You'll perform both logical and physical data modeling — designing relational and warehouse structures including Star Schemas, Snowflake Schemas, and highly normalized models — and translate business requirements into robust physical database designs.

Beyond architecture and performance, you'll maintain the data dictionary to enforce uniformity of definitions and standards, create test database environments for application development teams, and assist with the installation and configuration of database management software. You will also support EIR Accessibility standards, ensuring that all user interfaces for database administration, data input, and reporting output comply with applicable accessibility guidelines, and providing direct user support when accessibility issues arise.

Required Technical Experience

All of the following skills require a minimum of 5 years of hands-on experience:

Data Warehousing & Architecture

You bring deep experience designing, implementing, and maintaining data warehouses and data marts from the ground up. You're fluent in data warehousing modeling techniques including Star Schemas, Snowflake Schemas, and highly normalized data models, and you've led or contributed to the full warehouse implementation lifecycle — from business requirements gathering and logical modeling through physical database design, data sourcing, transformation, loading, and performance optimization.

ETL & Integration Tools
You have substantial experience using GUI-based ETL platforms such as Informatica, IBM WebSphere DataStage, or comparable enterprise-grade tools to build, manage, and monitor data pipelines at scale.

Enterprise Database Platforms
You have proven implementation experience with one or more enterprise-class database systems, including Teradata, Oracle, SQL Server, or equivalent technologies. You are comfortable managing large-volume, production-grade database environments.

Reporting & Analytical Tools
You have hands-on experience implementing and supporting analytical and reporting tools such as Business Objects, Cognos, Hyperion, MicroStrategy, or similar platforms. Experience working with business objects and building data dictionaries is specifically required.

SQL & Performance Tuning
You are proficient in Structured Query Language (SQL) and have demonstrated experience tuning databases and SQL queries for optimal performance in production environments.

Communication & Collaboration
Strong written and verbal communication skills are essential. You will work across technical and non-technical teams, manage multiple competing priorities, and be expected to present findings and recommendations clearly to both peers and stakeholders. An extremely high level of analytical ability and interpersonal effectiveness are expected in this role.

Preferred Qualifications

Candidates with the following experience will stand out during the evaluation process:

  • Oracle Database — Advanced experience administering or architecting Oracle environments (5+ years preferred)
  • Power BI — Experience building reports and dashboards in Microsoft Power BI (5+ years preferred)

This position follows a hybrid work schedule with 3 days required on-site each week (Wednesday, Thursday, and Friday) and 2 days remote. The on-site work location is:
