Position Summary

The Deal Sourcing Lead is responsible for continuously identifying, evaluating, and organizing new government contracting opportunities across federal, state, county, and city/local government agencies.

This is a highly proactive, research-driven role. The primary objective is simple: keep the deal pipeline full. Throughout the working day, the Deal Sourcing Lead should be searching procurement portals, government websites, bid platforms, agency forecasts, and other relevant sources for opportunities that fit the company's capabilities and strategic priorities.

The Deal Sourcing Lead will be supported by interns working a limited number of hours each day/week. The Lead is responsible for directing their research, establishing sourcing priorities, reviewing their findings, and ensuring that promising opportunities are captured and escalated quickly. The Deal Sourcing Lead will also be required to present the results (in a reporting dashboard) of the searches at various meetings (team, management, executive, and board meetings),


Core Responsibilities

1. Continuous Deal Sourcing

Spend the majority of each workday actively searching for new government contracting opportunities, including:

  • Federal contracts and subcontracting opportunities
  • State government solicitations
  • County procurement opportunities
  • City and municipal contracts
  • Public authorities and government-affiliated entities
  • RFIs (Requests for Information)
  • RFQs (Requests for Quotes/Qualifications)
  • RFPs (Requests for Proposals)
  • IFBs/ITBs and other competitive solicitations
  • Sources Sought notices
  • Pre-solicitation notices
  • Upcoming and forecasted procurement opportunities

The expectation is that deal sourcing is an all-day, every-day discipline, rather than an occasional research activity.


2. Search Across Multiple Channels

Maintain an active sourcing presence across relevant platforms and sources, including:

  • SAM.gov
  • State procurement portals
  • County procurement websites
  • City and municipal procurement portals
  • Agency procurement forecasts
  • Bid notification platforms
  • Government purchasing cooperatives
  • Prime contractor and subcontracting portals
  • Small-business and supplier-diversity opportunities
  • Agency websites and procurement calendars
  • Other relevant databases and opportunity sources

Continuously identify new sources and improve search methods, keywords, filters, and alerts.


3. Qualify Opportunities

Perform an initial assessment of every promising opportunity before escalating it.

Evaluate:

  • Scope of work
  • Agency/customer
  • Estimated contract value
  • Submission deadline
  • NAICS/industry classification
  • Set-aside requirements
  • Geographic requirements
  • Required certifications
  • Past-performance requirements
  • Contract vehicle requirements
  • Technical requirements
  • Eligibility
  • Competitive landscape
  • Strategic fit
  • Probability of successfully competing

The goal is to distinguish real opportunities worth pursuing from noise.


4. Maintain the Deal Pipeline

Every qualified opportunity should be captured in the company's deal pipeline or tracking system.

At minimum, capture:

  • Opportunity name
  • Government agency
  • Federal/state/county/city classification
  • Solicitation number
  • Opportunity URL/source
  • Description
  • Estimated value
  • Due date
  • Set-aside/category
  • Relevant NAICS code
  • Key requirements
  • Recommended next action
  • Qualification status
  • Assigned owner
  • Notes and supporting documents

The pipeline should always reflect the current universe of opportunities being considered.


5. Manage Intern Sourcing Support

Direct and manage interns who support sourcing for several hours per day/week.

Responsibilities include:

  • Assigning specific agencies, jurisdictions, portals, industries, or keywords to interns
  • Providing clear daily sourcing assignments
  • Training interns on how to identify relevant opportunities
  • Reviewing opportunities submitted by interns
  • Rejecting irrelevant or low-quality opportunities
  • Providing feedback to improve intern sourcing quality
  • Preventing duplicate opportunities
  • Ensuring opportunities are properly documented
  • Reallocating intern research time toward the highest-value areas

Interns provide research leverage; the Deal Sourcing Lead remains accountable for the quality and completeness of the pipeline.


Daily Operating Rhythm

A typical day should include:

Morning: Review newly posted opportunities, alerts, saved searches, and approaching deadlines. Establish priority searches and assign research areas to interns.

Throughout the Day: Continuously search federal, state, county, and city procurement sources. Qualify opportunities as they are identified and add viable deals to the pipeline.

Intern Review: Review intern submissions, validate opportunities, provide feedback, and redirect research where necessary.

Pipeline Management: Remove duplicates, update statuses, flag urgent opportunities, and identify deals requiring immediate management review.

End of Day: Ensure all qualified opportunities discovered that day have been properly documented and communicate the strongest opportunities to the appropriate decision-makers.


Performance Expectations / KPIs

Performance would be measured primarily on pipeline quality, consistency, and coverage, not simply the number of links collected.


Key metrics may include:

  • Number of new opportunities identified per day/week
  • Number of qualified opportunities added to the pipeline
  • Estimated dollar value of sourced pipeline
  • Percentage of sourced opportunities accepted for further evaluation
  • Number of opportunities ultimately pursued
  • Win rate of sourced opportunities
  • Coverage across federal, state, county, and city governments
  • Percentage of relevant portals/agencies consistently monitored
  • Speed from opportunity publication to internal identification
  • Duplicate/irrelevant opportunity rate
  • Intern sourcing productivity and quality


Required Skills & Characteristics

  • Strong research and internet-search skills
  • Familiarity with government procurement and contracting
  • Understanding of RFPs, RFQs, RFIs, Sources Sought, and related solicitation types
  • Familiarity with SAM.gov and state/local procurement systems
  • Ability to rapidly review solicitation documents
  • Strong judgment and attention to detail
  • Highly organized and process-oriented
  • Comfortable working with spreadsheets, CRM systems, and deal trackers
  • Ability to manage and review junior/intern research
  • Strong written communication
  • High sense of urgency
  • Self-directed and persistent
  • Comfortable performing repetitive research while continuously improving the process
