Delivery Manager (Portfolio Performance and Operations)

We have a brilliant opportunity for a commercially minded Delivery Manager to strengthen how we oversee project performance, deploy our people and turn project, resource and financial information into clear action.

This is a visible, influential role working across our European business. You will provide the operational control point for delivery performance across a varied portfolio, ensuring project health, resource constraints and commercial risks are identified early, addressed proactively and translated into meaningful action.

This is a broad, commercial and operational leadership position, focused on portfolio health, utilisation, resource planning, forecasting and consistent project governance. Working closely with the General Manager Europe, technical leaders and Finance, you will help the business make well-informed decisions, improve delivery performance and continue delivering exceptional outcomes for our clients.

Our teams generally benefit from hybrid and remote working arrangements across the UK. Occasional travel will be required to support collaboration with colleagues, clients and project teams.

What You'll Do

You will shape and maintain a practical operating rhythm across PSC Europe, giving leaders a clear view of project health, resources, commercial performance and priorities. Your responsibilities will include:

• Maintaining a portfolio-wide view of project health and ensuring recovery plans are in place for projects requiring attention.

• Leading regular project and portfolio health reviews, working with consultants and technical leaders to identify risks, resolve issues and improve delivery performance.

• Creating consistent, proportionate controls across scope, programme, budget, risk, change and commercial performance.

• Leading the utilisation review cadence, identifying underused capacity and coordinating action to improve billable deployment.

• Maintaining a forward view of resource demand, capacity, bottlenecks and capability risks across Europe.

• Monitoring revenue, cost, margin, work in progress, invoicing, variations and forecast-to-complete positions, with early escalation of material exposure.

• Turning project, resource, pipeline and financial data into concise, decision-focused insight.

• Working with technical leaders and delivery owners to agree clear actions, owners and timescales, then driving these through to closure.

• Helping PSC simplify and strengthen its delivery practices without creating unnecessary process or administration.

You

You will be a commercially astute delivery or operations leader who is comfortable working across a portfolio rather than focusing on one project. You combine strong operational discipline with sound judgement, clear communication and the confidence to challenge constructively.

Ideally, you:

• Have experience in delivery management, portfolio oversight or operational performance within engineering, consultancy, infrastructure or professional services.

• Understand how a consultancy or project-based business operates, including utilisation, revenue, margin, work in progress, invoicing and forecasting.

• Can balance project governance with a pragmatic, proportionate approach that improves outcomes rather than adding process.

• Have experience of resource and capacity planning across multiple projects, teams or disciplines.

• Can identify delivery or commercial exposure early and help leaders establish realistic recovery actions.

• Are confident translating complex or imperfect data into clear insight, decisions and priorities for senior leaders.

• Can build credibility with Project Managers, technical specialists, Finance and senior stakeholders, influencing without relying on hierarchy.

• Bring high standards of accuracy, follow-through and accountability, while remaining collaborative and solutions focused.
